In
a prior proceeding before the Commission, In the Matter of the
Hotel and Restaurant Employees and Bartenders International Union
Local 54, Docket No. 81-LO-1, Mr. Leonetti was found to be a
close associate of a reputed career offender, Nicodemo Scarfo, and
was engaged with him in a "criminal enterprise" (Id.
at 11). Those findings were deemed to be sufficient to warrant the
entry of a preliminary order of exclusion.
