Kim Ball Kaiser is Senior Counsel for the Highlands Council. She has more than 20 years experience in environmental and land use law.

Prior to joining the Highlands Council staff, Kim was the Highlands Project Director for the Association of New Jersey Environmental Commissions where she worked with municipal officials to promote public interest in long-term natural resource protection. In that role, she was a Work Group member of the USDA Forest Service NY-NJ Highlands Regional Study: 2002 Update.

Previously, Kim specialized in banking, real estate, corporate, and insurance law. She also has experience as a municipal official having been a member of the Washington Twp. (Morris) Township Committee, member and chair of the Planning Board, and Board member of the Washington Township Municipal Utilities Authority.

Kim has a B.A. in Political Science from Marymount College of Fordham University and a J.D. from St. John’s University School of Law and is admitted to practice law in New Jersey and New York. She is also a member of the Justice Stewart Pollack Environmental American Inn of Court.
