COURSE
DESCRIPTIONS
ALL-HAZARDS
EMERGENCY PLANNING FOR SCHOOLS
This two-day
course has been developed to better prepare school systems
to face the threat of a variety of hazards. Topics will include
planning, safety, non-structural mitigation techniques, post
disaster operations, the psychological effects of disasters,
and recovery. Enrollment will be limited to school superintendents,
administrators, OEM personnel, principals, facility managers,
risk managers, and others concerned with physical plant and
operations of a school system.(APS elective)
BASIC
PUBLIC INFORMATION OFFICER
This three
day course is a highly interactive course that includes workshops
on writing, public speaking, media interviews, and awareness
campaign development. Students will also discuss media relations
and public information planning. State and Local Public Information
Officers or any emergency management professional whose job
involves Public Information responsibilities, are invited.(APS
elective)
COMMUNITY EMERGENCY RESPONSE TEAM (C.E.R.T.)
Developed
and Implemented by the Los Angeles City Fire Department, the
concept is based on the recognition that catastrophic disasters
will leave large numbers of citizens on their own, for the
period of time it takes the professionally trained rescuers
to organize and respond. Training "people to help people"
will be the philosophy of the curricula. Basic life saving
and life sustaining skills and information will be delivered
in several sessions and will include the following topical
areas: Disaster Preparedness, Disaster Fire Suppression, Disaster
Medical Operations, Light Search and Rescue, Disaster Psychology
and Team Organization.

COMMUNITY
EMERGENCY RESPONSE TEAM (T-T-T)
This two-day CERT T-T-T course is open to all police, fire
and emergency management personnel who will be implementing
the CERT program in their communities. The course will provide
the basics in managing and implementing the CERT program..
COMMUNITY
MASS CARE MANAGEMENT
This two-day
course is designed to provide mass care planning and management
training to communities. By making communities more capable
of planning for and managing mass care, professional mass
care organizations like the Red Cross will find resources
better organized and more abundant and communities will be
more self-sufficient. Topics include: assessing mass care
needs, mass care planning, mass care recruitment, training
and exercises, mass care in disaster response, mass care in
disaster recovery, mass shelter and feeding. (APS elective)
DEBRIS
MANAGEMENT
This two-day
course is aimed at providing OEM personnel at all levels with
an overview of issues and recommended actions necessary to
plan for, respond to, and recover from a major debris-generating
event with emphasis on local and State-level responsibilities.
Topics include debris staff development, disaster planning
activities, local level response actions, contracting procedures,
temporary storage site selection/operation, volume reduction
methods, environmental impacts, special debris situations,
and Direct Federal Assistance. Suitable for public works officials,
OEM coordinators, or anyone involved with debris management
planning or disaster clean-up.(APS elective)
DECISION
MAKING AND PROBLEM SOLVING
This
one-day course is designed to provide emergency personnel
with information and techniques which enable them to properly
react to the complex problems which can arise in emergency
situations.(PDS requirement)
DEVELOPING
VOLUNTEER RESOURCES
A two-day
course designed to improve participant's abilities to deal
with the broad range of issues in the management of volunteers.
Topics include volunteer management planning, skill definition
and specification of qualifications, publicity and recruitment,
skill development and maintenance, and motivation strategies
that promote volunteer retention.(PDS requirement).
RECOVERY FROM DISASTER: THE LOCAL GOVERNMENT ROLE
This two-day
course is designed for, county, and local officials and other
agencies which are part of the disaster recovery process.
Participants will review disaster recovery concepts, operational
procedures, and intergovernmental roles and responsibilities
in major disaster recovery operations. Emphasis is on coordination
and the problems which frequently arise in recovery operations.
Topics include damage assessment, the emergency declaration
process, disaster intelligence, emergency human needs, disaster
assistance programs, hazard mitigation, and long-term recovery.(APS
requirement)
DONATIONS
MANAGEMENT
This one-day
workshop addresses planning and implementation of an effective
donations management system which will ensure the productive
use of unsolicited donations and/or spontaneous volunteers
which appear following a disaster. Course is presented in
conjunction with representatives from Voluntary Agencies Active
in Disaster (VOAD) and state and local government(APS elective).
EFFECTIVE
COMMUNICATIONS
This is a two-day course designed to improve communication
techniques in a variety of situations. Emphasis will be placed
on interpersonal communications, effective listening, public
speaking. This course will benefit emergency workers who are
responsible for the supervision and direction of personnel
or who are expected to conduct meetings, training sessions
or speak in public as part of their job description.(PDS requirement)
EMERGENCY
MANAGEMENT WORKSHOP (Basic)
An eight
hour introductory course for personnel who are new to the
field of emergency management. Subject material will include
New Jersey Emergency Management Laws and Directives, the Integrated
Emergency Management System, the Role of the Emergency Management
Coordinator, Training Exercising Programs and Disaster Recovery.
This course should be attended by all New Jersey personnel
in the emergency management field.
Note: Delivered by NJOEM regional and county OEM personnel.

EMERGENCY
PLANNING COURSE
A two-day
course which increases the skills and understanding of the
procedures and processes involved in emergency operations
plans (EOP) development. Topics include sectoring, fact gathering,
hazard analysis, job aids, situation assessment, operational,
basic, and long-range planning, annex and appendix development,
exercises and evaluation for emergency management.(PDS requirement)
EMERGENCY
PLANNING FOR SPECIAL NEEDS POPULATIONS
A one-day
course aimed at enabling emergency personnel to better understand
the disaster-related needs of seniors and persons with disabilities
so that they can accurately project resource requirements
and develop appropriate strategies for each stage of the emergency
management process. Appropriate for OEM personnel and local
social service agency representatives, especially those which
serve seniors and persons with disabilities. (APS Elective)
EOC-RESOURCE MANAGEMENT-ICS/EOC INTERFACE
A two-day
course which enables the participants to manage an emergency
operations center (EOC), acquire and control resources, and
interface with on-scene responders within the Incident Command
System (ICS) structure. Topics include EOC design, preparing,
operating, exercising and evaluating the EOC, job aids, personnel
management, the ICS/EOC interface mode of emergency management
operations, and methods of requesting assistance. This course
will benefit state and local EOC managers, operations officers
and other EOC staff, OEM coordinators, and Incident Commanders
and staff.(APS requirement).
EVACUATION AND RE-ENTRY PLANNING
This two-day
course is designed to provide the participants with the knowledge
and skills needed to design and implement an evacuation and
re-entry plan for their respective jurisdictions. Topics include
why evacuate, who is at risk, community behavior in evacuation,
evacuation requirements, evacuation communications and re-entry.

EXERCISE DESIGN AND EVALUATION
A three-day
course which focuses on the design, structure, and implementation
of the four phases, or types, of exercises-Orientation, Tabletop,
Functional, Full-Scale. It also provides the knowledge and
skills which will enable participants to manage exercise evaluation
activities before, during and after an emergency management
exercise. This course is invaluable for hospital safety directors,
emergency services personnel, police and fire departments,
airport security, or anyone with exercise-related responsibilities.
The prerequisite is IS-120, An Orientation to Community Disaster
Exercises.(PDS requirement) .
HAZARDOUS WEATHER/HURRICANE & COASTAL STORM PREPAREDNESS
A three-day
course intended to promote proactive responses to all types
of hazardous weather through close coordination between OEM
personnel and the National Weather Service. Topics include
how the elements of weather can combine to create potential
hazards, what weather information is available, what weather
information is available and how it can be used, how to analyze
information on developing threats and projecting potential
impacts, how to determine when actions need to be initiated
to meet developing threats, and concepts to use in developing
and refining hurricane-related aspects of their Emergency
Operations Plan. Students will learn how to incorporate the
technical data from the New Jersey Hurricane Evacuation Study
Technical Data Report into their Emergency Operations Plans,
and will also be able to provide assistance to other officials
responsible for developing specific hurricane-related SOP's
for annexes.(APS elective)
INCIDENT COMMAND SYSTEM- I-200 TTT
This is
a one-day course designed for experienced instructors who
already have an advanced knowledge of the Incident Command
System and who will be actively involved in teaching ICS 200.
Class size is kept to less than 15 to afford students the
opportunity to ask questions and share their practical experience
in using the Incident Command System.
Prerequisites
include the following certificates, which must be included
with application:

Certificate of completion of ICS 200
2. Certificate of completion of NIMS

3. Certificate from the FEMA Emergency
Management Institute for the on-line ICS
Independent Study Course IS 195.
4. Certificate showing minimum of 16 hours
of presentation skills training such as Methods of Instruction
(MOI) or Fire Fighter Level 2 Instructor Certificate from
the Division of Fire Safety
INTERMEDIATE
INCIDENT COMMAND SYSTEM I-300 - 3- DAYS
The basic
concepts presented in I-200 are expanded and discussed in
detail. The single command organization is stressed and students
will be exposed to resource management and the role and function
of each ICS position, including air operations. Through a
series of small group exercises students will be provided
examples of how the essential system principles and components
are used in incident planning. This course includes modules
7-11 of the National Interagency Incident Management System
curriculum. I-200 is a pre-requisite.
INCIDENT
COMMAND SYSTEM TRAIN-THE-TRAINER
This two
day course will provide the student with the knowledge necessary
to become an incident command system (ICS) instructor. This
ICS can be used for any type of emergency, from minor incidents
to major multi-jurisdictional events. Procedures for controlling
personnel, facilities, equipment and communications are covered.

INSTRUCTIONAL
PRESENTATION SKILLS
The four-day
workshop covers the four phase instructional model (preparation,
presentation, application, and testing). Each phase of the
instructional model is addressed with examples and exercises
of practical value. This course also serves as a review for
experienced instructors.
PRINCIPLES
& PRACTICES OF EMERGENCY MANAGEMENT
A three-day
course examining the need for the emergency management system
and the importance of an integrated approach to managing emergencies.
Through the use of team exercises, students will formulate
the elements of the integrated emergency management system.
This process will help them to improve their own local emergency
management team. Topics addressed are: hazard analysis, nature
of disasters, and emergencies, comprehensive emergency management,
integrated emergency management, and team development.(PDS
requirement)
LEADERSHIP
& INFLUENCE
A two-day
course is designed to increase skills in the areas of leadership,
conflict management and the use of influence and power. Self
assessment and job application are stressed. Course content
includes such topics as: the impact of individual values and
personal styles on leadership; influence styles in emergency
management setting; work motivation; interpersonal relations,
recent leadership theories and group dynamics in emergency
management.(PDS requirement)
LIABILITY
ISSUES IN EMERGENCY MANAGEMENT
This one-day
workshop is designed to provide OEM personnel and other public
officials with a basic understanding of liability issues and
emergency response, and offer steps which can be taken to
limited liability. Topics include definitions of liability,
how it can be incurred, basic concepts of tort immunity, basic
principles behind the standard of care, and the importance
of working with the local government staff attorney during
all phases of the emergency management process.
MANAGING PEOPLE IN DISASTERS - A LOCAL PERSPECTIVE
This two-day
course is designed to help emergency managers and disaster
field staff develop a management style and leadership skills
for effectively utilizing personnel in the delivery of community
services during disaster operations. Topics include communicating
person-to-person, managing community relationships under pressure,
leadership styles, managing staff under pressure, building
and maintaining teams in disaster.
MASS FATALITIES INCIDENT WORKSHOP
This three-day
course provides the local and state emergency response community
with information on how to plan for and respond to any emergency
or disaster that results in a large number of fatalities.
Participants should have a key role in responding to a mass
fatality incident(APS elective)
MITIGATION PLANNING WORKSHOP FOR LOCAL GOVERNMENTS
This two-day
workshop is designed so participants will be able to identify
and organize technical experts, mitigation stakeholders and
the public to participate in the mitigation planning process;
recognize hazards and estimate potential hazard losses to
their jurisdictions; develop a mitigation plan that prioritizes
hazard risks and outlines means to avoid or minimize the undesirable
result of these risks. Participants will be able to outline
a mitigation plan, implementation strategy, implement the
plan, monitor progress and update the plan as necessary. (APS
requirement)
RAPID ASSESSMENT PLANNING
This 2-hour
workshop is designed to improve the ability of local governments
to perform a rapid assessment accurately and within the first
few hours after an incident, which is critical to providing
an adequate local government response for life-threatening
situations and imminent hazards. NOTE: this workshop will
be conducted as part of the Emergency Planning and Disaster
Recovery Operations courses, or can be delivered locally upon
request. (APS requirement)
RESOURCE MANAGEMENT
This one-day
course will provide the participant with the knowledge and
skills needed to perform resource management (personnel, facilities,
equipment) functions within the framework of the emergency
operations center. Topics includes: resource needs assessment
and analysis, developing SOP’s using job aids, and implementing
the resource management system. (APS Elective)
