Counter Terrorism Bureau
In 1985, the Federal Bureau of Investigation (FBI) and the New Jersey
State Police (NJSP) entered into a partnership to combat domestic and international terrorism operations. Since then, a contingent of Counter
Terrorism Bureau detectives have been assigned to participate in the Joint Terrorism Task Forces (JTTF) coordinated through the FBI in Newark,
New Jersey, New York City, New York and Philadelphia, Pennsylvania. The Counter Terrorism Bureau has remained a steadfast partner of the FBI on
the JTTF, and has participated in numerous high profile terrorism investigations with national and global implications. In addition to the FBI,
the Counter Terrorism Bureau has forged collective partnerships with a multitude of federal, state, county and local law enforcement agencies
which have collaboratively enabled the NJSP to assure the citizens of New Jersey of its tireless commitment to combating terrorism. The Counter
Terrorism Bureau is also responsible for investigations of threats and other criminal activity directed against high level, elected and
appointed officials, up to and including the Governor of the State of New Jersey.
The Counter Terrorism Bureau is comprised of the following units:
Joint Terrorism Task Force North Unit
Members of the Joint Terrorism Task Force (JTTF) North Unit are assigned to the Federal Bureau of Investigations (FBI) in Newark, New Jersey
and New York City, New York. In collaboration with the FBI and other allied agencies, JTTF North Unit members conduct nationally classified
investigations of individuals and groups who are actively engaged in domestic and/or international terrorism activities in eighteen of the
twenty one counties of the State of New Jersey. In addition to the Newark and New York City offices, JTTF North Unit members are also assigned
to FBI resident offices throughout the State. All members of the JTTF North Unit are also sworn deputies of the United States Marshal's Service
Joint Terrorism Task Force South Unit
Members of the Joint Terrorism Task Force (JTTF) South Unit are assigned to the Federal Bureau of Investigations (FBI) in Philadelphia,
Pennsylvania. In collaboration with the FBI and other allied agencies, JTTF South Unit members conduct nationally classified investigations of
individuals and groups who are actively engaged in domestic and/or international terrorism activities in three of the twenty one counties of the
State of New Jersey. In addition to the Philadelphia offices, JTTF South Unit members are also assigned to FBI resident offices throughout the
State. All members of the JTTF South Unit are also sworn deputies of the United States Marshal’s Service.
Central Security Unit
The Central Security Unit investigates threats and other criminal incidents that are directed against high level elected and appointed
State officials, including the Governor, the Attorney General, the Governor’s appointed cabinet, State Senators, Assembly Members, department
heads and enlisted members of the New Jersey State Police. The Central Security Unit also investigates all threats made against judges of the
State Supreme Court, the superior and tax courts, and municipal courts when warranted. Additionally, the Central Security Unit assists other
law enforcement agencies in the protection of domestic and foreign government officials who stay in or travel through the State of New Jersey.
