Study Commission Meeting Minutes
February
21, 2003
Chairman
Litwin called the meeting to order at 10:33 a.m.
Chairman Litwin read the Open Public Meetings Statement.
Chairman Litwin led all present in the salute to the flag.
Ms. Buckelew called the roll as follows:
Present:
Chairman Larry Litwin, Grayson Barber, Thomas Cafferty, George Cevasco,
Jack McEntee, Rosemary Karcher-Reavey, Karen Sutcliffe, and H. Lawrence
Wilson.
Absent:
Richard DeAngelis, Edithe Fulton, John Hutchinson, William Kearns,
and Pamela McCauley.
Also
present: Matthew U. Watkins, Director of Division of Local Government
Services, Marc Pfeiffer, Acting Executive Director of the Government
Records Council, Paul Dice, Assistant Executive Director of the
Government Records Council, Jeannie Janukowicz and Lori Buckelew,
Division of Local Government Services staff.
Mr.
Cafferty moved to approve the minutes of January 24, 2003, with
a second by Ms. Barber. The motion was adopted on a call of ayes
and nays as follows:
Ayes:
Chairman Litwin, Ms. Barber, Mr. Cafferty, Mr. McEntee, Judge Karcher-Reavey,
Ms. Sutcliffe, and Mr. Wilson.
Nays: None.
Abstain: Mr. Cevasco.
Chairman
Litwin reported on the planning sub-committee conference call. Chairman
Litwin advised the Commission that the standing sub-committees are
as follows: Technology, Outside New Jersey, Commercial Use, State
of New Jersey Practices, and Public Interest. In addition to the
five sub-committees there is a Special Directive sub-committee that
must report back to the Governor and Legislature within six months.
Chairman Litwin noted that each committee would be comprised of
5 members except that the Public Interest committee would have 7
members.
The Commission took a five-minute recess at 10:53 am.
The Commission re-convened at 10:57 a.m.
Judge Karcher-Reavey moved to establish the standing sub-committees
as follows: Technology, Outside New Jersey, Commercial Use, State
of New Jersey Practices, and Public Interest, with a second by Mr.
Cafferty. The motion was adopted on a call of ayes and nays as follows:
Ayes:
Chairman Litwin, Ms. Barber, Mr. Cafferty, Mr. Cevasco, Mr. McEntee,
Judge Karcher-Reavey, Ms. Sutcliffe, and Mr. Wilson.
Nays: None.
Abstain: None.
Mr.
Cafferty moved the appointments to the standing committees as follows:
Technology
- William Kearns, Chair, Tom Cafferty, Grayson Barber, and George
Cevasco
Outside New Jersey - Grayson Barber, Chair, and Jack McEntee
Commercial Use - Tom Cafferty, Chair, and Grayson Barber
State of New Jersey Practices - Karen Sutcliffe, Chair, and
Judge Karcher-Reavey
Public Interest - Judge Karcher-Reavey, Chair, Karen Sutcliffe,
George Cevasco, and Grayson Barber
Special Directive Subcommittee - Governor McGreevey, Chair,
Grayson Barber, Tom Cafferty, Judge Karcher-Reavey, William Kearns,
and Karen Sutcliffe
The
motion was seconded by Judge Karcher-Reavey. The motion was adopted
on a call of ayes and nays as follows:
Ayes:
Chairman Litwin, Ms. Barber, Mr. Cafferty, Mr. Cevasco, Mr. McEntee,
Judge Karcher-Reavey, Ms. Sutcliffe, and Mr. Wilson.
Nays: None.
Abstain: None.
Chairman
Litwin stated he would contact the members who are absent and appoint
them to standing committees as appropriate.
Mr.
Pfeiffer, Acting Executive Director of the GRC, addressed the Commission
regarding issues of privacy before the GRC.

Litwin reviewed the 2003 meeting schedule.
Chairman
Litwin opened the meeting for public comment. Hearing no one, Mr.
McEntee moved to adjourn, with a second by Mr. Cafferty.

Litwin adjourned the meeting at 11: 36 a.m.
