This resource paper on networking opportunities for local governments made possible by the current state of the law, regulation, and technology was prepared by the Rate Councel in connection with the program prepared for the League of Municipalities Third Annual Summit on Energy and Telecommunications Opportunities for Local Governments, March 12, 2000 to stimulate creative thinking among local leaders about bringing the fruits of the information explosion to their constituents and local economies.

This detailed manual provides an overview of the cable franchise renewal process as well as providing recommendations for municipalities to consider when engaging in cable franchise renewal negotiation. Prepared by the Division of Rate Councel and Telecommunications and Cable TV staff in connection with the program prepared for the League of Municipalities Third Annual Summit on Energy and Telecommunications Opportunities for Local Governments, March 12, 2000.

POSITION PAPERS ON TELECOMMUNICATIONS, JANUARY 2000

These Position Papers on the evolving state of telecommunications in New Jersey and nationally have been prepared to provide as much information as is current as of December 1999 about emerging advanced technologies and the fast changing telecommunications marketplace born of the Federal Telecommunications Act of 1996 (Federal Act) which has generated revolutionary change in the availability and marketing of telecommunications and cable TV services.

UNIVERSAL SERVICE: ENSURING LIFELINE ENERGY AND TELECOMMUNICATIONS SERVICES IN THE COMPETITIVE MARKETPLACE EMERGING IN NEW JERSEY

This publication was prepared for the special Statewide meeting held on June 11, 1999 sponsored by the Rate Councel in association with AARP attended by representatives from utilities, and state and local government and not-for-profit agencies concerned with the provision of assistance to low income ratepayers experiencing difficulties with energy and telecommunication bills. It also provides information concerning how other states are providing low income consumers, the sick, and the elderly, assistance to ensure the availability of universal energy and telecommunications services in the wake of deregulation.

ELECTRIC DEREGULATION: WHAT’S THE NEXT STEP FOR MUNICIPALITIES?

This publication was prepared for a statewide seminar convened on May 5, 1999 by the New Jersey State League of Municipalities with the cooperation of the Rate Councel to provide elected officials and municipal administrators information on the provisions of the Electric Discount and Energy Competition Act (Public Law 1999, c.23) including an overview of municipal aggregation.

In addition to information about New Jersey’s restructuring provisions, programs that benefit municipalities in other states that have adopted energy restructuring legislation are discussed, as well as the benefits to consumers of advanced metering and energy efficiency.

CREATING SMART COMMUNITIES: PLANNING AFFORDABLE TELECOMMUNICATIONS NETWORKS

This publication provides an overview of informed telecommunications planning. It was prepared by the Rate Councel and legal staff for a December 1997 Conference for representatives of municipal, county, and regional governments interested in developing strategic telecommunication infrastructures to provide economic development and educational benefits for their communities.

MUNICIPAL AGGREGATION: DELIVERING THE BENEFITS OF UTILITY DEREGULATION TO YOUR LOCAL COMMUNITY

This compilation of documents and information explores choices afforded by energy deregulation so that all ratepayers in local communities including municipal, residential, and small business customers can benefit from competition in the state energy industry. Prepared for a conference for state, regional and municipal representatives sponsored by the Rate Councel in June, 1997, it provides "Almost Everything You Need to Know About Delivering the Benefits of Deregulation Through Choice to Your Local Community". Developed by the Rate Councel and legal staff, it includes materials about New Jersey and what other states are doing about energy deregulation.

BEFORE 2000: FUNDING TECHNOLOGY IN NEW JERSEY’S SCHOOLS & PUBLIC LIBRARIES BY THE END OF THE CENTURY

"Before 2000" was developed with information provided by the New Jersey Department of Education and the New Jersey Libraries Association. In it, the Division of the Rate Councel provides an essential tool for decision makers developing technology plans for New Jersey’s schools and public libraries. "Before 2000" provides a detailed cost model to put computers in every public library and provide one computer for every five students.

"Before 2000" was the foundation for the Rate Councel’s universal service proposal filed with the Board of Public Utilities regarding establishment of state discounts for telecommunications services to New Jersey schools and libraries.
