State Racing Commissionís Regulatory Deficiencies

In an October 1986 letter to the Racing Commission, the SCI noted the Racing Commissionís reform efforts during the course of the investigation, but emphasized numerous areas race track security and integrity, regulatory timidity, auditing of track operations, more stringent drug controls and tighter licensing procedures  that remained to be corrected. Legislation incorporating SCI reform proposals was enacted.
