Acting Governor Donald T. DiFrancesco Has
Signed The Following Transportation Legislation Today:


S-2689 Legislation Designates Highway Route No. 9 Southbound Bridge Over Raritan River As The "Ellis S. Vieser Memorial Bridge."


S-2689, sponsored by Senator Joe Kyrillos (R-Middlesex/Monmouth), designates U.S Highway Route No. 9 southbound bridge over Raritan River as the "Ellis S. Vieser Memorial Bridge." The acting Governor issued a line item veto eliminating the $2,500 appropriation for the erection of signs on the grounds that the Department of Transportation should bear the costs arising from this bill.

SENATE BILL NO. 2689

To the Senate:

Pursuant to Article V, Section I, Paragraph 15 of the New Jersey Constitution, I am appending to Senate Bill No. 2689, at the time of signing it, my statement of items, or parts thereof, to which I object so that each item, or part thereof, so objected to shall not take effect.
The bill designates the United States Highway Route No. 9 southbound bridge over the Raritan River in Sayreville Borough and Woodbridge Township, Middlesex County as the "Ellis S. Vieser Memorial Bridge" in tribute to Ellis S. Vieser's service to this State, his life and achievements. This bill appropriates $2,500 to the Department of Transportation to defray the cost of signs bearing the new designation.

The naming of the bridge is an appropriate way to acknowledge Mr. Vieser's achievements and contributions to the State of New Jersey. Nonetheless, the erection of road signs and the costs attendant thereto fall squarely within the normal scope of the Department of Transportation's obligations. Accordingly, the Department of Transportation should bear the costs arising from this bill. As a result, I hereby disapprove the proposed appropriation of $2,500.

Therefore, I herewith append to Senate Bill No. 2689, at the time of signing it, the following statement of objections to the items, or parts thereof, to which I object and which shall not take effect:
Page 3, Section, 2, Lines 25-28 Delete.
