Notices/Information are issued to provide consultants with significant information recently
identified concerning Professional Services.
Prequalification - Requirements and the procedure to
become prequalified. A consultant must be prequalified by the Department of Transportation to submit a technical proposal.
Cost basis approval requirements are included here. Prequalified Consultants are listed in this section. New prequalification requirements are posted.
Technical Proposals are solicited from interested and
prequalified firms. They include qualifications and experience of the proposed team, the firm's project approach, and the applicable
NJDOT CES rating.
Technical Proposals (TP's) must be received by the Department of Transportation, 1035 Parkway Avenue, Trenton, New Jersey 08625-0600 and
logged in the receptionist /lobby area at the David J. Goldberg Building (Main Office Building - MOB).
Technical Proposals will NOT be accepted at the Engineering and Operations (E&O) Building.
- April 12, 2013: FOR CONSTRUCTION INSPECTION TECHNICAL PROPOSALS. Project Manager requirements have changed. Begining with any Construction Inspection Technical Proposal posted after 4-12-13 the Project Manager must be an employee of the Prime Consultant. This change can be found in the instructions on Page 1, Part 2 Section 1A of the definitions.
Consultant Selections are based on a competitive
process that includes the evaluation and ranking of technical proposals.
Consultant Evaluation System
Effective with all agreements executed on or after July 1, 2007, Goal Compliance will be a rating factor in the Consultant Evaluation
System (CES). Goal Compliance is being added to CES 17 ratings in October 2007. A new notice was posted regarding Construction Inspection CES scores. Cycle 22 ratings are now posted. The ratings will apply to Technical Proposals after TP925.
Title Concurrence provide job descriptions to enable the NJDOT and consultants to ascertain
the professional grade of consultant employees.
Certified Payroll requirements are now in effect. They are required whenever a cost
proposal is submitted to the Department i.e. agreement, addenda, mod, or taskorder. Quarterly wage rates are no longer needed.
Cost Basis Approval is part of the prequalification process and is required for both prime and
sub-consultants. The department also issues approval letters to all firms. While every effort is made to keep the web site up to date, this signed letter is to be accepted as official approval for all contracting purposes in the event that a firm does not appear on the web site.
