For Current Technical Proposals

Specify "TP # 031 question" in subject line. Email is now the preferred method of answering consultant's questions. It will expedite processing the request and posting the response. If your firm does not have access to email, you may fax your questions to 609-530-2212.

Questions will be accepted up to question cut-off date noted in the technical proposal.

Question 1: Please confirm that the approach is limited to 4 pages as the note under Part 5 (page 5 of 6) indicates that the narrative has a 5 page limit.

Answer 1: Yes, 4 Pages.

Question 2: Can an ESBE firm opt to compete for the non-ESBE Pool?

Answer 2: An ESBE can opt to compete for the Non-ESBE pool however if done so the firm will not be considered for the ESBE pool. ESBE’s cannot compete in both pools. The submission must clearly state that the ESBE is submitting for the Non-ESBE pool.

Question 3: Can a BSME with an MSCE and NJPE meet the requirement of Utility Task Leader?

Answer 3: Yes.

Question 4: We noticed that the representative project listed to respond in TP 031 is "RT. 45 over Raccoon Creek". We also noticed that this same titled project has been awarded to a consultant under TP854 on 12/19/2014 selection listing on the web. If these two projects are same, would the Department Consider another representative project to respond to?

Answer 4: No. The Designer awarded the project has no additional information other than what has been posted through the solicitation, therefore the Department sees no reason to consider a different project.

Question 5: Can the org chart and 2 “EXTRA 8 ½”x 11” PAGES” be fold out 11x17 pages?

Answer 5: Yes.

Question 6: Can a Bachelor of Technology in Transportation with a NJ PE License fulfill the BS Engineering requirement for Utility Task Leader?

Answer 6: Yes.

Question 7: Are the as-built bridge plans for Structure No. 0807-152, Route 45 over Raccoon Creek available?

Answer 7: They are not being provided as part of this solicitation.

Question 8: Is the 18 Cycle (2014) Bridge Inspection Report available?

Answer 8: The Department does not make available Bridge Inspection reports.

Question 9: In the Part 5, Section 11 of the evaluation criteria and the instructions, it is noted a critical path model utilizing Primavera or equivalent software will be required. Will a CPM schedule prepared using Microsoft Project be acceptable?

Answer 9: Yes.

Question 10: The requirements for Team Leader/Key Staff for Environmental Science are shown as Bachelors and/or Masters in: Environmental Science, Ecology, Geology, Engineering, Biology, Chemical, or Natural Resources. Will the Department consider a Team Leader/Key Staff member with a BA in Geography and Masters in City and Regional Planning as meeting the above requirements?

Answer 10: This is not considered an acceptable substitution.

Qustion 11: Seeking further clarification on the requirements under Section 11, Critical Path Model. The TP indicates that services under the original agreement will be limited to PE. Is a detailed schedule for PE phase and milestones for FD phase required, or a detailed schedule for both PE and FD phases required?

Answer 11: The responsive consultant firm should submit what they deem to be appropriate per the information provided in the solicitation.

Question 12: How can we download the documents(if any) related to this proposal.

Answer 12: View the files for this solicitation.

Question 13: Is a Chapter 51 Form required with the submission?

Answer 13: No.

Question 14: Below is a picture taken yesterday at the only bridge in the area meeting the description of the bridge in the project. The plaque identifies the bridge as Structure no. 0808-150 and M.P 17.66. The Scope of Work and the documents in this solicitation identifies the representative structure as Structure No. 0807-152, M.P. 17.73. What is the correct designation for this structure?

Answer 14: The correct structure # is 0807-152, M.P. 17.73.

Please disregard the number written on the plaque on the structure. The plaque needs to be changed with the correct number.

Question 15: Can the same person serve in the role as the Team Leader for Roadway Design as well as the Team Leader for Utility Engineering?

Answer 15: Yes.

Question 16: Can you please confirm if Section 3 is still required?

Answer 16: It is not required; that note was mistakenly omitted.

Question 17: If a consultant (ESBE or non ESBE firm) submits a proposal as a Prime, can the same consultant be added as a sub-consultant on another team (ESBE or non ESBE firm as prime)? Are there any restrictions in how many key personnel should be from the prime consultant (ESBE or non ESBE).

Answer 17: Yes. The Roadway and Bridge Key Staff members must be from the prime consultant.
