For Current Technical Proposals

TP-087


Question 1: Regarding the Project Manager’s requirements, will the NJDOT consider a PhD in Urban Planning to be the equivalent of a Bachelor’s Degree in Engineering or Planning?

Answer 1: Yes. A Bachelor’s Degree would be considered the minimum requirement. An advance degree, either a Master’s Degree or PhD, in either field would also suffice as meeting this requirement.

Question 2: Regarding the Project Manager’s requirements, will the NJDOT consider 28 years of asset management experience and a PhD in Urban Planning to be the equivalent of a PP license?

Answer 2: No. The candidate’s years of experience would be considered in Section 6, Project Manager’s experience on similar projects.

Question 3: In recognition that the work involved does not involve “the administration, advising, consultation or performance of professional work in the development of master plans in accordance with the provisions of Chapters 27* and 55 of Title 40 of the Revised Statutes**, as amended and supplemented, and other professional planning services related thereto intended primarily to guide governmental policy for the county, regional and metropolitan land areas, and the State or portions thereof,” will the NJDOT consider a postgraduate degree in planning from an accredited NJ university planning school and 8+ years of experience performing statewide transportation planning (consistent with the NJ requirements for a professional planning license) as equivalent?

Answer 3: There are two separate requirements listed in Section 5, Project Specific Qualifications for Project Manager. The first requests an educational requirement (Item #1) and the second requests a licensing requirement (Item #2). The candidate’s years of experience will be considered in Section 5 for Item # 4, 5 & 6 to demonstrate knowledge in the specific areas requested and in Section 6, Project Manager’s experience on similar. NJDOT will not accept a planning degree, of any level, from an accredited college or university and/or work experience in planning or a planning related field as a substitute for the Professional Planner’s License. The licensing requirement for Solicitation # 087 also states that the P.P. or P.E. License can be from any state.
