Question 1: Can a BSME with an MSCE and NJPE meet the requirement of a BSCE and NJPE for the Project Manager position?
Answer 1: We will accept that for the Project Manager position.
Question 2: Can a Project Manager also be listed as the Traffic Engineering Team Leader, without a reduction in points, as long as the qualifications for each role are met?
Answer 2: Yes, as long as the qualifications/years of experience are met.
Question 3: For Part 2, Section 3, the RFP states that the NJDOT Manager will ascertainresources based on specific project needs. Please clarify if the ‘Additional Resources Required’ box needs to be filled out at this time, or if this will be determined based site specific conditions, after the design contract is awarded.
Answer 3: It
will be determined based on a site specific condition. The Additional Resource box does not have to be filled out at this time.
Question 4:
After review of the documents provided by NJDOT, we’d like to request clarification on the following under Scope of Work, Item K-7, which states:
“As directed by NJDOT and as soon as practical, install railroad pavement markings, stop bars, and advance warning signs at the crossing, in accordance with current MUTCD. Pavement markings are to be warranted for one year. Provide the Department with the name(s) of the companies and type of material to be used at each site.”
Who should perform the work described? Does this statement just confirm that the contractor does this work per the described requirements, or should the designer actually hire a subcontractor to perform this work,? Does this mean that permanent (non-temporary construction) is to be performed by the consultant’s subcontractor? If so, will the consultant need to carry the various insurance coverages identified in Section 152 of the NJDOT Standard Specifications as well as other typical “Contractor” requirements?
Answer 4: Yes. The designer will have to hire a sub-contractor for the sign and line work and will have to carry the insurance for themselves as well, as they are required to be on the project. |
