For Current Technical Proposals

Question 1 : If we are a sub-consultant to a Prime firm can we also submit as a Prime?

Answer 1: Yes.

Question 2: If we are an ESBE firm and pursuing as a Prime, do we need to include an ESBE firm to meet the participation goal or can we use our own ESBE status to meet the goal?


Answer 2: Your ESBE status meets the goal criteria.

Question 3: Will the Department reconsider waiving the requirement of discipline T-1 for this solicitation? On previous multi-solicitations for pavement reconstruction/resurfacing (e.g., TP 898 and TP 037), the required disciplines were H-1 or H-1 and B-1.

Answer 3: No, the Department will not waive the T-1 discipline requirement.

Question 4: Can a Bachelor of Technology in Transportation with a NJ PE License fulfill the BS in Engineering requirement for Utility Team Leader?

Answer 4: It’s a business decision of your firm to propose the individual who best fits the qualifications for the Project Manager and/or Key Staff team leader. Specific education and experience substitution questions for Project Manager and Key Staff positions cannot be addressed during the solicitation process, because each project is different, the solicitation provides the stated requirements, and if an answer were supplied it could inadvertently be considered as receiving a “pre-score” for the position before the closing date of the technical proposal submission.

Question 5: Can we propose one team leader for two tasks? For example can we propose a project manager to be the community involvement team lead?

Answer 5: Yes, it’s noted on the evaluation criteria forms.

Question 6: The INSTRUCTIONS FOR COMPLETING FORMS Part 1 states: “When multiple selections are to be made from one Technical Proposal, the Firm shall also indicate in the Letter of Transmittal the order of Project preference”. It is also mentioned to limit the Letter of Transmittal to one page. As there are 39 projects listed, please advise on the format of providing the project preference.

Answer 6: Project preference will not be considered for this Federally funded project. The Instructions will be revised. The Consultant Selection Committee makes all project assignments.

Question 7: Under Section 6: Project Management Experience on Similar Projects, Criteria #1 states that Deputy Project Management experience cannot be applied. Does this mean that Deputy PM experience cannot be applied for any of the 4 projects on the Project Manager resume? Or does this mean that Deputy PM experience cannot be applied for just the project(s) that have gone through the entire NJDOT Project Delivery Process (PE through Construction)?

Answer 7: Deputy Project Manager experience cannot be applied for the one project that has gone through the Department’s entire project delivery process. Deputy Project Manager experience can be applied for the other three projects.

Question 8: Would you consider removing the requirement for Pavement Design from under the Geotechnical Engineering Task Leader since this solicitation includes a Pavement Design Task Leader?

 

Answer 8: No, Pavement Design experience has relevance for both the Geotechnical Engineering Task Leader and the Pavement Design Task Leader.

 

Question 9: Would you consider removing the requirement for Traffic Signal Design from under the Electrical Engineering Task Leader since this same requirement is already covered by the Traffic Engineering Task Leader?

 

Answer 9: No, Traffic Signal Design experience has relevance for both the Electrical Engineering Task Leader and the Traffic Engineering Task Leader.

Question 10: Part 2, Section 3 – Additional Resources Required; the box contains only question marks. Can you please verify what if any additional resources will be required for this solicitation?

Answer 10: No additional resources are required for this solicitation.

Question 11: Can someone with a degree in geological engineering (BS, MS, PhD)and NJ Professional Engineer (civil), practicing geotechnical/pavement/rock engineering/tunneling disciplines for more than 30 years meets all the requirements of the qualifications for the Geotechnical engineering and pavement task leaders?

Answer 11: Same answer as #4 above.

Question 12: Can the same individual be the team leader for both Hydrology & Hydraulics and Community Involvement?

Answer 12: Yes, as noted on the evaluation criteria forms.

Question 13: Section 10 of the TP-111 c Instructions indicate up to 6 projects may be listed for each Team Leader. Section 10 of the TP-111 b Evaluation Criteria indicates only the first 3 projects will be evaluated. Please clarify.

Answer 13: Up to 3 projects.

 

Question 14: Please advise if the Org Chart, Critical Path Model and 2 extra graphics can be 11”x17”.

 

Answer 14: Yes.

 

Question 15: Based on the criteria for the Project Manager resume, section 6 does not specify a year requirement for the 4 projects. However, in section 7 which is “N/A” gives a 10 year requirement. Is there a 10 year requirement on the projects listed for the Project Manager for all three projects? Or just for the 1st project completed through construction?

 

Answer 15: The ten-year requirement is only for the one project completed through construction (revised to 15 years, see Q&A 16); there is no time limit for the other three projects.

 

Question 16: Q & A No. 15 appear to revise the requirements of Section 6 of the evaluation criteria forms. Please confirm that those requirements are unchanged (the 15 year requirement as stated in Criterion No. 1 of Section 6 is applicable for one project completed through construction with no time limit for the other three projects).

 

Answer 16: This is to confirm that the requirement noted under Criterion 1 of Section 6, regarding a 15-year time frame for the one project completed through construction, is still applicable. Please disregard the previous response that inadvertently referenced a 10-year time frame. As noted in that previous response, there is no time frame requirement for the other three projects.
