Question: The question is raised as to what “Similar” Project that will be viewed by the NJDOT for the past experience rated for the Project Manager and Inspectors.  Since there are no plans and specifications available and no estimated construction costs for the proposed construction contract, the leaves only the “Scope of Work” description on page 5 to decide what a “similar” project is.  That being said, any past project that we list for the PM and Inspectors which contains the listed work in the “Scope of Work”  should be considered as similar, no matter the size or if it was new construction  or reconstruction work, or the cost ($1 million or $101 million) of the project.  If this is not the case, please respond with how and/or  what “similar” project past experience will be considered and acceptable.

Answer:The character of the work is adequately described in the Scope of Work for the representative project provided in the Solicitation.  From this description, it can be inferred that each of the projects is in excess of $10M.  Every project from an individuals resume is evaluated for similarity to the requested project; there is no precise relationship between the overall cost of a past project and the cost of the proposed project except in as it might relate to the proposed skills and duties required for the proposed positions.  Experience on a slightly smaller project could still be considered similar, so long as the relevant work components are considered as sufficiently similar to the character of the proposed project.  Similarly, larger projects that have a more varied character may not be considered similar if the character of the work being sought is not considered to be of sufficient magnitude and complexity.

Question: In the Technical Proposal Evaluation form page 5 of 6, on the left hand side of page Section 10 under “Ceiling – Years of Experience” indicates experience being evaluated will be limited to the last 12 years. Experience prior to October will not be considered. October of what year? Please clarify.

Answer: Section 10 should state: "The experience being evaluated in this Section will be limited to the last 12 years. Experience prior to December 2012 2000 will not be considered.

Question: If under section 1B, if the years of experience box is not marked with an X, and the NICET Box is marked with an X, can we use the total years of experience of the individual in Section 10? Please clarify.

Answer: As noted on page 5 of 6 in the Technical Proposal Evaluation in the Instructions for Section 10, years of experience indicated must be in addition to years of experience claimed in Section 1B.  If in Section 1B the NICET certification is indicated, only the years of experience provided since the date the NICET certification was received will be considered.
