Question 1: With the posting of 916R, are the key staff listed under Section 1B of the
916 Technical Proposal Evaluation Criteria available to be released for current
Answer 1: With the posting of TP-916R, the key staff previously proposed for TP-916 are
considered available for consideration in other technical proposals. Since no
consultant was ever selected for TP-916, a release is not required.
Question 2: On RFP page 6, regarding the 1st paragraph, "Consultant's individual pay
rates will be made based on the title requested and at a rate equivalent
to title. The Consultant should be aware that if he proposes a person with a
higher title than requested (i.e. substituting a NICET IV for the NICET III) in
the Technical Proposal, payment for services provided will be made for the
requested title." Does the NJDOT have a set wage scale for NICET certified
personnel, and if so would you provide those established rates?
Answer 2: The Department does not have a set wage scale for any position. If a person
with a higher title is proposed, an appropriate salary rate will be determined
from the firm's certified salary roster, and reviewing the costs of employees
holding a title equivalent to the requested position.
