Answer 8: No.
Question 9: Given the extended length of the project area, may we
submit the two graphics on 11”x 17” sized paper?
Answer 9: Yes.
Question 10: Which Team Leaders are to be provided by the Prime, and which can be
provided by sub-consultants?
Answer 10: The prime needs to sign and seal the construction plans, and certify to the
NJDOT that all aspects of the design (plans, specs, estimate) is in accordance
with State and Federal design manuals as outlined in the NJDOT
Policies. Therefore, based on this, the Teams leaders should be chosen
Question 11: Where it reads “Performed Foundation, Retaining Wall, Sheet Pile, Noise Wall,
Sign Structure Design”, should it read “… Sign Structure Foundation Design”?
Answer 11: It is fine as noted.
Question 12: I do not see noise walls on the plan. Is this requirement necessary?
Answer 12: Noise walls are not currently part of the scope of work. Please do not include noise wall experience, it will not be scored.
Question 13: Since the Federal Goal of 15.7% ESBE participation is identified in Solicitation 931, we assume that the agreement involves Federal funding. If this assumption is correct, are consultants still required to include their Business Registration, Chapter 51 Certification, and Certification of Non-Involvement in Prohibited Activities in Iran, which are submission requirements for State funded projects? Are we requiree to include ESBE/DBE Registration Certifications with the technical proposal?
Answer 13: The Business Registration, Certification of Non-Involvement in Prohibited Activites in Iran, and the ESBE/DBE Registration Certifications are all required regardless of whether the project is State or Federally funded. The Chapter 51 certification is only for State funded projects.
Question 14: The CED for this project was approved in 2003. The Environmental Reevaluation
from 2007 states that “there are no significant changes in the proposed
project’s scope, right of way, affected environmental or anticipated impacts
since approval of the environmental document.” Although the environmental
permits expired in 2012 if the quote is correct, what would be the cultural
resources requirements for this project and why would a resume for a Cultural
Resources Task Leader be required?
Answer 14: At this time, significant Cultural Resource work is not anticipated and
therefore a Cultural Resource Task Leader is not required.
