Specify "TP # 931 question" in subject line. Email is now the preferred method of answering consultant's questions. It will expedite processing the request and posting the response. If your firm does not have access to email, you may fax your questions to 609-530-2212.

Questions will be accepted up to question cut-off date noted in the technical proposal.

Technical Proposal


TP-931

Question 1: Can a Bachelor of Technology in Transportation with a NJ PE License fulfill the BS Engineering requirement for Utility leader? 


Answer 1: Yes.

 

Question 2: In Section 9 of Part 4 there is no place to indicate a Team Leaders for Electrical Engineering and ITS but in Section 10 there is, with specific experience requirements.  Must Team Leaders for these tasks be identified and resumes included in the submission?

 

Answer 2: Team Leaders are not required for these disciplines.

Question 3: Is any background information regarding prior decisions made on the project (i.e. Preliminary Design Report or Design Communications Report) available?

 

Answer 3: There is no other information available at this time.

Question 4: The RFP is for Final Design, however a schedule for Preliminary Design is requested.  Please confirm if a final design schedule is desired.

Answer 4: The schedule should be for Final Design.

Question 5: On the construction plans it appears that the New Washington Ave is being abandoned.  However the intersection of Roosevelt Ave and New Washington Avenue appears to remain, but the intersection of New Washington Avenue and West Avenue is being eliminated.  The traffic striping plans contain notes and dimensions (TS03) indicating that Washington Ave is to be relocated to the south, but the line work appears to be missing.  Is it the intent to maintain and relocate Washington Ave between Roosevelt  Ave and West Avenue and if so can the plan be made available.

Answer 5: Exhibit A Proposed Washington Avenue Vacation Plan has been added to the TP-931 Current Solicitation page.

 

Question 6: For PART 4, TEAM LEADER/KEY STAFF PROJECT SPECIFIC REQUIREMENTS, is SuperPave Level I experience intended to be included for Pavement Design?

 

Answer 6: SuperPave Level 1, now known as "SAT Level II Certification," is required for Pavement Design Key Staff.

Question 7: The Scope of Work says, “A categorical exclusion environmental document is in effect and will require updating.” Presumably all cultural resources requirements were met for this document. What type of cultural resources work will now be required?

Answer 7: The approved CED and Environmental Re-Evaluation report has been added to the TP-931 Current Solicitations page.

 

Question 8: Under Part 4 Team Leader/Key Staff Project Specific Requirements, for the Geotechnical Engineer Team Leader’s experience, where it reads “Performed Pavement Design and Prepared Foundation Reports”, should it say “Performed Embankment Design and Prepared Foundation Reports” instead? And should “Performed Pavement Design “and Prepared Pavement Design Reports” be listed under the Pavement Design Team Leader instead?

Answer 8: No.

 

Question 9: Given the extended length of the project area, may we submit the two graphics on 11”x 17” sized paper?

 

Answer 9: Yes.

 

Question 10: Which Team Leaders are to be provided by the Prime, and which can be provided by sub-consultants?

 

Answer 10: The prime needs to sign and seal the construction plans, and certify to the NJDOT that all aspects of the design (plans, specs, estimate) is in accordance with State and Federal design manuals as outlined in the NJDOT Policies. Therefore, based on this, the Teams leaders should be chosen accordingly.

Question 11: Where it reads “Performed Foundation, Retaining Wall, Sheet Pile, Noise Wall, Sign Structure Design”, should it read “… Sign Structure Foundation Design”?

Answer 11: It is fine as noted.

Question 12: I do not see noise walls on the plan. Is this requirement necessary?

Answer 12: Noise walls are not currently part of the scope of work. Please do not include noise wall experience, it will not be scored.

Question 13: Since the Federal Goal of 15.7% ESBE participation is identified in Solicitation 931, we assume that the agreement involves Federal funding. If this assumption is correct, are consultants still required to include their Business Registration, Chapter 51 Certification, and Certification of Non-Involvement in Prohibited Activities in Iran, which are submission requirements for State funded projects? Are we requiree to include ESBE/DBE Registration Certifications with the technical proposal?

Answer 13: The Business Registration, Certification of Non-Involvement in Prohibited Activites in Iran, and the ESBE/DBE Registration Certifications are all required regardless of whether the project is State or Federally funded. The Chapter 51 certification is only for State funded projects.

Question 14: The CED for this project was approved in 2003. The Environmental Reevaluation from 2007 states that “there are no significant changes in the proposed project’s scope, right of way, affected environmental or anticipated impacts since approval of the environmental document.”  Although the environmental permits expired in 2012 if the quote is correct, what would be the cultural resources requirements for this project and why would a resume for a Cultural Resources Task Leader be required?

Answer 14: At this time, significant Cultural Resource work is not anticipated and therefore a Cultural Resource Task Leader is not required.
