For Current Technical Proposals

Email question(s) to PSPD@dot.state.nj.us, attention Manager of Professional Services, Procurement.

Specify "TP # 932 question" in subject line. Email is now the preferred method of answering consultant's questions. It will expedite processing the request and posting the response. If your firm does not have access to email, you may fax your questions to 609-530-2212.

Questions will be accepted up to question cut-off date noted in the technical proposal.

Question 4: TCCP Refresher is May 16 – could a copy of the registration for the May 16 refresher course suffice, in lieu of the course completed certificate, since the TP due date is April 23, prior to the Refresher course.


Answer 4: No.  Registering for a course does not guarantee attendance.

Question 3: Is it acceptable for a firm to submit a proposal as a prime consultant and also be a subconsultant on another firm’s proposal?


Answer 3: Yes.  However, if the same resume is submitted for multiple selections, once the submission with that resume is selected, that resume would not be considered for subsequent selections

Question 2: If a person was used on a previous Term Agreement Technical Proposal and the firm won the job and the executed contract is still ongoing but that person never got assigned to a Task Order, can that person be used on TP 932?


Answer 2: As a further clarification, with regards to an individual proposed on an active Term Agreement posting - As per Note # 7 of the Construction Inspection Projects Personnel Availability notice revised on 12/10/10: http://www.state.nj.us/transportation/business/procurement/ProfServ/documents/MicrosoftWord-PERSONNELAVAILABILITY.PDF

Yes, but only with a letter of release.

No, the individual can not be proposed for a Term Agreement solicitation, even if the individual is not on an active task order assignment. 

Question 1: Is it required to name an individual from an SBE firm on the technical proposal evaluation criteria sheet and include a resume or is it sufficient to list the SBE firm as part of the team?

Answer 1: Given that this is a Term Agreement with a three year duration, the presumption is that there will be multiple tasks assigned to the Consultant.  Tasks assigned in the future may be utilized to achieve the SBE goal.  Therefore, a resume for an SBE employee does not need to be included.  Citing the name(s) of the firm(s) to be utilized is sufficient for this proposal.
