Questions will be accepted up to question cut-off date noted in the technical proposal.
Question 1: Under Section 10 the requirements ask for 6 projects per Task Leader however the PM requirements in Section 6 ask to show a minimum of 5 year’s experience and the sample resume is shown in months/years. Do we submit resumes for the PM and Task Leaders in months/years or should each Task Leader and the PM show 6 projects?
Answer 1: Resumes for the Task Leaders should be submitted in years. A revised Evaluation Criteria has been posted.
Question 2: The number of pages for the key issues on the evaluation sheet reads as follows INSTRUCTIONS: Enclose 3 pages if Term Agreement and 5 pages if Design REMOVE THE CONDITION THAT DOES NOT APPLY narrative in Technical Proposal of project approach defining both key issues and potential problems with reliable solutions. Should it be 5 pages or 3 pages?
Answer 2: The number of pages is THREE.
Question 3: On the sample resume it states Project Manager references shall be listed in Section 7 of the forms only. No references required for Key Staff but under Section 7 of the Evaluation criteria, it says PM references are not required. Do we need references for the PM?
Answer 3: No references are required.
Question 4: The Survey Party Chief Team Leader Qualifications (Section 9) calls for “Prepared ROW Maps (ETM, GPPM, IPM) with Parcel Descriptions, Knowledge of NJ Map Filing Law”. The Survey Party Chiefs in our firm, and in normal practice, lead field survey parties and are not typically involved with the preparation of ROW Maps or Map Filing Law matters. This comment also applies to Survey Party Chief Team Leader Experience (Section 10), regarding experience for “develop ROW Plans”. These characteristics would more appropriately apply to the PLS Project Manager. Can these items be removed from the Survey Party Chief Team Leader Qualification and Experience areas?
Answer 4: This task should be part of the PM, not Party Chief.
Question 5: Please advise on the number of copies of the Technical Proposal required. Page 4 (1st paragraph) of the solicitation does not specify the number.
Answer 5: Five copies.
Questions 6: Is the use of a fold out sheet acceptable for the org chart?
Answer 6: No.
Question 7: The Survey Party Chief Team Leader Qualifications (Section 9) calls for two Survey Party Chief positions with different qualifications, while the experience section requires only one resume. Is it the intention of the NJDOT to require two different Survey Party Chief qualifications, or are the qualifications listed in Section 9 a continuation of the NJ PLS Party Chief?
Answer 7: These can be the same individual.
Question 8: Will the use of two graphics following the three page Keys Issues write-up be allowed?
Answer 8: No.
Question 9: On page three of the RFP there is a paragraph “ Certified Firm Utilization. The space for percentage of participation contains question marks, and the state goal is shown as 0%. Is this a small business set aside project? If not, is there a percentage SBE goal?
Answer 9: The overall goal is 0%. This is not a SB set aside project.
