- April 12, 2013: FOR CONSTRUCTION INSPECTION TECHNICAL PROPOSALS. Project Manager requirements have changed. Begining with any Construction Inspection Technical Proposal posted after 4-12-13 the Project Manager must be an employee of the Prime Consultant. This change can be found in the instructions on Page 1, Part 2 Section 1A of the definitions.

CONSTRUCTION INSPECTION RATINGS:
If the total rating for an agreement is less
than 3.80, the Regional Consultant Coordinator (RCC ) will e-mail a copy of the
ratings to the Consultant. The Consultant will be afforded the opportunity to
appeal the rating with the Rater and Rater's Supervisor. As a result
Professional Services will not be distributing the pdf rating files for all
Construction Inspection projects in the Cycle 22 rating period. If any
agreement ratings are below 3.0, firms may ask for a debriefing to discuss the
agreement ratings.
The New Jersey Department of Transportation PS-10 Prequalification form is now available. New Jersey Department of Transportation’s prequalification is only for Department projects. The NJDOT does not prequalify consultants for other organizations.
New rules regarding the expiration of theTCC certification can be found in the Instruction sections of the Construction Inspection (federal and state) documents for projects posted after 2-14-11.
The PS-09 Prequalification Form is now available.
New Jersey Department of Transportation’s prequalification is only for Department projects. The NJDOT does not prequalify consultants for other organizations.
The PS-09 will be effective 1-1-2010. It is the next biennial application for consulting firms soliciting consulting opportunities with the NJODT. This document has changed from the PS-08. The Department is in the process of preparing the Cycle 19 CES Scores (Oct. 1, 08 - Sep. 30, 09) anticipated to be in effect with technical proposals posted on and after January 1, 2010. Cycle 19 CES Scores will be effective from January, 2010 through December 31, 2010.

Professional Services is updating e-mail addresses for our database. Please provide two (2) contacts (names and e-mail addresses) per firm. The database e-mail list is used for various notifications such as: consultant selections, consultant evaluation system, prequalification, Accounting & Auditing, and Capital Program Support. Email PSPD@dot.state.nj.us with your updated contact information.

- June 26, 2008 - CES Ratings are now once a year
The CES rating cycle will now end on September 30th of each year and the ratings will be performed in October. Ratings will then be compiled
and completed by Professional Services with a concurrent review by Consultants by the end of December. The CES Rating Report will take
effect January 1st of each ensuing year, comprising of two years, or two cycles, of ratings.

A clarification has been made to the A-3 Archeological Services discipline educational requirement only. The requirement for Crew Chief
asked for a Bachelor of Science degree. This has been amended to Bahcelor's degree in archeology, anthropology, or closely related field.
No other change to the requirements have been made.
- April 15, 2008 - Confidentiality Notice
Confidentiality is of the utmost importance throughout the entire consultant selection process by all parties involved. The results of the
CSC meeting and all material regarding the consultant selection process are considered confidential until the Deputy Commissioner approves
the selection and signs the Executive Decision Document (EDD).
All consultant inquiries regarding the Consultant Selection Process, including, but not limited to, any inquiries concerning projects
pending selection, anticipated projects listed on the DOT website, or projects not awarded to the consultant asking the question, shall be
e-mailed to the Manager, Professional Services for a response.

Any personal information such as Social Security numbers, home address, etc. should NOT be included in a Technical Proposal (TP) submission.
Please redact this information from certificates and/or resumes before including them in a TP.

Effective with Proposals due on September 17, 2007 and thereafter
Technical Proposals (TP's) must be received by the Department of Transportation, 1035 Parkway Avenue, Trenton, New Jersey 08625-0600 and
logged in the receptionist /lobby area at the David J. Goldberg Building (Main Office Building - MOB). Technical Proposals will NOT
be accepted at the Engineering and Operations (E&O) Building.
Consultants (or Couriers) are now required to sign for their firm with name/time on a sign-in sheet that will be provided at a drop off bin
in the MOB Lobby. The sign-in sheet and bin will be removed promptly at 3:00PM. Professional Services will scan the sign in sheet and post
the file on our web site with the remainder of the Technical Proposal solicitation files. This will serve as a receipt for all firms and
will be posted by COB on the closing date of the Technical Proposal.
TP's are to remain at the David J. Goldberg Building (Main Office Building - MOB) in the provided bin and Professional Services personnel
will pick them up. The absolute deadline for TP's is 3:00PM on the closing date of the solicitation. All TP's must be addressed to
the Manager, Professional Services with the project name and TP# clearly indicated, to ensure their proper destination. If mailing in the
TP's, they must be logged in at the NJDOT Headquarters mail room by 3:00PM on the closing date as well, and will be noted on the sign in
sheet that the TP was received via U.S. Mail with date and time. NO EXCEPTIONS.

All agreements executed July 1, 1999 (FY2000) and after require a goal compliance form with monthly
invoices. Agreements executed before that date do not require a goal compliance form. Effective with all agreements executed on or after
July 1, 2007, Goal Compliance will be a rating factor in the Consultant Evaluation System (CES). Goal Compliance is being added to CES 17
ratings in October 2007.

Note: Any training certificates, licenses, New Jersey Business Registration Certificate, or Chapter 51 certification will
not be accepted after 3:00 PM on the closing date of a solicitation. If these items are a mandatory requirement for a technical proposal,
your firm's technical proposal will not pass and will be returned to the firm. The 3:00pm deadline is also strictly adhered to for technical
proposal submissions. NO EXCEPTIONS.
