Contract Management

The New Jersey Department of Transportation (NJDOT) oversees the Municipal Police Agreement (MPA) process as part of Contract Management. Contract Management also includes the Procurement Process, Agreements/Modification/Addenda Program, Task Orders/Emergency Services Program, and Contract Support Services Program.

Municipal Police Agreement to Top of Page

In order to maintain safety at Capital Program Project work sites, NJDOT may require assistance in directing traffic from municipal police.  NJDOT and the municipality that provides police assistance must sign a MPA arrangement to formalize this arrangement. The following are the MPA Process and the MPA Process Goals.

The MPA Process includes the execution and modification of the MPA and the MPA invoicing. The agreement and modification steps are detailed in the MPA - Execution and Modification and Close out Procedures (pdf 84k) document.

The general execution steps include:

  • Identifying the need for municipal police
  • Obtaining a police man-hour estimate
  • Obtaining a municipal resolution of support
  • Obtaining MPA funding
  • Circulating the MPA for execution
  • Distributing the executed MPA

The general modification steps include:

  • Identifying the need to modify the MPA
  • Determining the necessary modifications
  • Obtaining a municipal resolution of support
  • Obtaining modification funding
  • Circulating the modification for execution
  • Distributing the executed modification

The invoicing steps are detailed in the MPA - Billing Procedures (pdf 75k)document. The MPA - Resident Engineer (RE) - Regional Procedures (pdf 43k) document provides guidance for the execution, invoicing and modification of the MPA. MPA Process Goal

The MPA process goal is to ensure accuracy and consistency in the execution and modification of the MPA and to ensure prompt, accurate payment to the municipality for police services rendered.
