Subject: Revision to the 1996 Standard Specifications as amended by the 1998 Supplemental Specifications, Subsection 107.10 Sanitary, Health and Safety Provisions, and Standard Input Sheets.

Subsection 107.10 Sanitary, Health and Safety Provisions has been revised to direct the Contractor to establish an approved Silica Safety and Health Program when the Permissible Exposure Limit (PEL) for airborne crystalline silica may be exceeded as defined by OSHA 29 CFR 1910.1000.

Crystalline silica dust generated by construction operations such as concrete sawing, cutting, grinding and milling, steel bridge sandblasting, and demolition of bridge decks may cause serious health problems for workers when silica generating tasks may exceed the PEL. The revision to the Specifications provides for a safety and heath program that includes engineering and work practice controls to reduce worker exposure to or below the PEL for silica dust. The Contractor shall provide a trained, competent person, as defined by OSHA 29 CFR 1926, on site at all times to implement the Health and Safety Program when tasks generating crystalline silica dust are being performed.

To incorporate the change, the Standard Input (SI98 DOT2) is revised as follows:

107.10 Sanitary, Health and Safety Provisions.

  1. Elements of the Program. m. Additional procedures for project specific situations as applicable.
    (4) Crystalline silica (stone, masonry, concrete and brick dust).

INCLUDE THE FOLLOWING FOR PROJECTS WITH CONCRETE SAWING, CUTTING, MILLING, GRINDING, DEMOLITION OF BRIDGE DECKS AND STEEL BRIDGE PAINTING PROJECTS WHEN AIRBORNE CRYSTALLINE SILICA TASKS MAY EXCEED THE PEL.
THE DESIGNER SHALL CONTACT THE OFFICE OF CAPITAL PROJECT SAFETY TO DETERMINE WHETHER THE FOLLOWING IS APPROPRIATE FOR THE PROJECT.

THE FOLLOWING IS ADDED:

This element of the program shall be included when airborne crystalline silica generating tasks are to be performed. The program shall include engineering and work practice controls to limit exposure levels to or below the Permissible Exposure Limit (PEL) for airborne crystalline silica as defined by OSHA 29 CFR 1910.1000 Table 2-3. The program shall include employee training and respiratory protection measures in accordance with 29CFR 11910.134, medical screening and fit testing, and control of the area when the PEL may be exceeded. A trained and competent person as defined by OSHA 29 CFR 1926.30 shall be on site at all times when airborne crystalline silica generating tasks are being performed. The competent person shall implement and oversee the program and shall also be identified in the program.

Instruction to Designers

This revision shall be included in projects requiring the silica health safety program that are scheduled for Final Design submission after February 28, 2001. The revision will be incorporated by the respective Specification Development Group responsible for preparing the Special Provisions, therefore, designers need not insert these changes in the Standard Input.

Standard Input Sheets issued via BDC00S-8, entitled Issuance of SI98 DOT2 for the 1996 Standard Specifications as revised by the 1998 Supplemental Specifications, dated September 14, 2000, are revised to reflect the above revision and must be completed by Designers in accordance with BDC00S-8. Designers shall contact the Subject Matter Expert noted to determine applicability for a particular project.

Copies of the two Standard Input sheets reflecting the revision are attached. Designers shall substitute the two revised sheets for the original corresponding sheets issued with BDC00S-8.

Standard Input (SI98 DOT2) and the Standard Input Sheets currently available on the QM shared area and the Department web page, will be revised to reflect these revisions.
