Policy on federal standards

The Federal Highway Administration (FHWA) has published policies on highway design, construction and operating practices. Other federal agencies have also provided publications related to transportation systems. These references may be approved for use in conjunction with various NJDOT manuals. Federal policies represent nationwide standards which do not always satisfy New Jersey conditions. When standards differ, the instructions in NJDOT manuals shall govern except on Interstate highways.
