Unit Tasks
Value Engineering
- Participate in Scope Team Meetings and provide an independent VE review of the developed alternatives.
- Provide a VE Alternative or concur with the developed alternative that solves the “Problem Statement”, satisfies the Locals concerns, and becomes the Approved Project Plan (APP).
- When requested, provide a detailed Life Cycle Cost Analysis (LCCA) comparing alternatives.
- Remain involved in the project pipeline selection process.
Road User Solutions
- Utilize the NJDOT Road User Cost Manual to quantify the impacts to the traveling public associated with the project construction staging.
- Recommend alternative staging or changes to the Allowable Lane Closure Schedule, as per road user cost computations.
- Recommend an appropriate project delivery method to accelerate the construction of the project, as per road user cost computations (Standard, A+B Bidding, Incentive/Disincentive provisions).
Value Solutions
- Participate in the review of the PD Submission with emphasis on the Roadway, Bridge, Safety and Traffic operations elements of a project and those disciplines that are considered to be significant to the successful delivery of the project. The Value Solutions Unit will obtain input from the Department SME's as required to achieve this objective.
- Attend a meeting to discuss comments that need clarification by the designer at the request of the PM.
- Provide the Preliminary Road User Costs to the Designer (Used at this point for planning traffic staging or project acceleration needs and later in FD for liquidated damages calculations).
Value Solutions
Send the PM a memo recommending a value for the “Quality Rating” portion of the Consultant Evaluation Form relating to the quality of the PDS.
Road User Solutions
- Calculate and submit the Road User Cost portion of the liquidated damages for overrun of substantial completion.
- If applicable, calculate and submit the Lane Occupancy Charges for overrun of the Allowable Lane Closure time limits.
- If applicable, calculate and submit the Incentive/Disincentive (I/D) values to be incorporated into the special provisions.
Value Solutions
- Participate in the review of the PD submission and provide comments, with emphasis on the Roadway, Bridge, Safety and Traffic Operations elements of a project and those disciplines that are considered to be significant to the successful delivery of the project. Obtain input from SMEs as required to achieve this objective.
- Attend a meeting to discuss comments that need clarification by the Designer at the request of the PM.
Value Engineering
Prepare and send the request for CE Costs to Construction Engineering (used in the Liquidated Damage Calculations).
Value Solutions
Participate in a meeting to resolve any Constructability issues.
Value Solutions
Send the PM a memo recommending a value for the “Quality Rating” portion of the Consultant Evaluation Form relating to the quality of the FDS
Value Engineering
- Coordinate the review of the Value Engineering Construction Proposal (VECP) with the Project Manager and Resident Engineer.
- Facilitate the review by circulating the VECP to the appropriate Department Units, the Federal Highway Administration and the Designer.
- Gather review comments and forward to Project Manager and Resident Engineer along with a recommendation for approval or rejection of the proposal.
- If the VECP involves a new technology, material, or process, it will be forwarded to the New Technologies and Products Unit of Value Management for the product approval process.
- If applicable, coordinate with the Configuration Management to prepare specifications, details, etc. for new standards based on approved proposals.
