Speed Limits for State Roads


Route NJ 28

(a)

The rate of speed designated for the certain parts of State Highway Route NJ 28 described in this subsection are hereby established and adopted as the maximum legal rate of speed:

1.

In Somerset County:

i. In the Township of Bridgewater:

(1)

For both directions of traffic:

(A) Zone 1: 45 MPH between the westernmost terminus of Route NJ 28 and the westernmost Bridgewater Township – Raritan Borough corporate line (approximate mileposts 0.00 and 1.05); thence

(B) Zone 2: 40 MPH between the easternmost Somerville Borough – Bridgewater Township corporate line (Adamsville Road) and Chimney Rock Road (County Route 675), except for 25 miles per hour when passing through the Adamsville School zone during recess when the presence of children is clearly visible from the roadway or while children are going to or leaving school during opening or closing hours (approximate mileposts 5.00 to 6.24); thence

(C) Zone 3: 45 MPH between Chimney Rock Road (County Route 675) and the Bridgewater Township - Bound Brook Borough corporate line (approximate mileposts 6.24 to 6.73); thence

(2)

For the westbound direction of traffic:

(A) Zone 1: 45 MPH between the westernmost Bridgewater Township – Raritan Borough corporate line and the Route US 202-Route US 206-Route NJ 28 intersection (Somerville Circle) (approximate mileposts 1.05 to 2.25); thence

(B) Zone 2: 35 MPH between the Route US 206-Route US 202-Route NJ 28 intersection (Somerville Circle) and the Bridgewater Township/Raritan Borough - Somerville Borough corporate line (approximate mileposts 2.25 to 2.51); thence

(C) Zone 3: 40 MPH between the Somerville Borough – Bridgewater Township  corporate line 50 feet east of Rehill Avenue and the easternmost Somerville Borough – Bridgewater Township corporate line (Adamsville Road) (approximate mileposts 4.55 to 5.00); thence

ii.  In the Borough of Raritan:

(1)

For the eastbound direction of traffic:

(A) Zone 1: 45 MPH between the westernmost Bridgewater Township – Raritan Borough corporate line and the Route US 202-Route US 206-Route NJ 28 intersection (Somerville Circle) (approximate mileposts 1.05 to 2.25); thence

(B) Zone 2: 35 MPH between the Route US 206-Route US 202-Route NJ 28 intersection (Somerville Circle) and the Bridgewater Township/Raritan Borough - Somerville Borough corporate line (approximate mileposts 2.25 to 2.51); thence

iii. In the Borough of Somerville:

(1)

For both directions of traffic:

(A)Zone 1: 35 MPH between the Bridgewater Township/Raritan Borough - Somerville Borough corporate line and 240 feet west of Mountain Avenue (approximate mileposts 2.51 to 2.81); thence

(B) Zone 2: 30 MPH between 240 feet west of Mountain Avenue and 130 feet west of Eastern Avenue (approximate mileposts 2.81 to 4.27); thence

(C) Zone 3: 40 MPH between 130 feet west of Eastern Avenue and the Somerville Borough – Bridgewater Township corporate line 50 feet east of Rehill Avenue, except for 25 miles per hour when passing through the Vanderveer School zone during recess when the presence of children is clearly visible from the roadway or while children are going to or leaving school during opening or closing hours (approximate mileposts 4.27 to 4.55); thence

(2)

For the eastbound direction of traffic:

(A) Zone 1: 40 MPH between the Somerville Borough – Bridgewater Township  corporate line 50 feet east of Rehill Avenue and the easternmost Somerville Borough – Bridgewater Township corporate line (Adamsville Road) (approximate mileposts 4.55 to 5.00); thence

iv. In the Borough of Bound Brook:

(1)

For both directions of traffic:

(A) Zone 1: 45 MPH between the Bridgewater Township - Bound Brook Borough corporate line and 325 feet west of Tea Street (approximate mileposts 6.73 to 6.80); thence

(B) Zone 2: 35 MPH between 325 feet west of Tea Street and the Bound Brook Borough - Middlesex Borough corporate line, except for 25 MPH when passing through the Bound Brook High School zone while "25 MPH when flashing" signs are operating during recess when the presence of children is clearly visible from the roadway or while children are going to or leaving school, during opening or closing hours (approximate mileposts 6.80 to 8.22); thence

In Middlesex County:

i. In the Borough of Middlesex:

(1)

For both directions of traffic:

(A) Zone 1: 35 MPH between the Bound Brook Borough - Middlesex Borough corporate line and Grove Avenue, except for 25 MPH when passing through the Van E. Mauger Middle School zone while "25 MPH when flashing" signs are operating during recess, when the presence of children is clearly visible from the roadway or while children are going to or leaving school, during opening or closing hours (approximate mileposts 8.22 to 11.21); thence

(B) Zone 2: 30 MPH between Grove Avenue and the Middlesex Borough - Dunellen Borough corporate line (approximate mileposts 11.21 to 11.36); thence

ii. In the Borough of Dunellen:

(1)

For both directions of traffic:

(A) Zone 1: 30 MPH between the Middlesex Borough - Dunellen Borough corporate line and Jackson Avenue (approximate mileposts 11.36 to 12.25); thence

(B) Zone 2: 35 MPH between Jackson Avenue and the westernmost Dunellen Borough – City of Plainfield corporate line (Jefferson Avenue) (approximate mileposts 12.25 to 12.41); thence

(2)

For eastbound traffic:

(A) Zone 1: 35 MPH between the westernmost Dunellen Borough – City of Plainfield corporate line (Jefferson Avenue) and the New Jersey Department of Transportation-City of Plainfield jurisdictional line (240 feet east of Jefferson Avenue) (approximate mileposts 12.41 to 12.46); thence

In Union County:

NOTE: State Highway Route NJ 28 is under municipal (City of Plainfield) jurisdiction from approximate mileposts 12.46 to 17.12.

i. In the City of Plainfield:

(1)

For westbound traffic:

(A) Zone 1: 35 MPH between the westernmost Dunellen Borough – City of Plainfield corporate line (Jefferson Avenue) and the New Jersey Department of Transportation-City of Plainfield jurisdictional line (240 feet east of Jefferson Avenue) (approximate mileposts 12.41 to 12.46); thence

ii. In the Borough of Fanwood:

(1)

For both directions of traffic:

(A) Zone 1: 35 MPH between the City of Plainfield - Fanwood Borough corporate line (Terrill Road) (County Route 611) and the Fanwood Borough - Scotch Plains Township corporate line (Hetfield Avenue) (County Route 606) (approximate mileposts 17.12 to 18.42); thence

iii. In the Township of Scotch Plains:

(1)

For both directions of traffic:

(A) Zone 1: 35 MPH between the Fanwood Borough - Scotch Plains Township corporate line (Hetfield Avenue) (County Route 606) and the Scotch Plains Township - Town of Westfield corporate line (approximate mileposts 18.42 to 18.82); thence

iv. In the Town of Westfield:

(1)

For both directions of traffic:

(A) Zone 1: 35 MPH between the Scotch Plains Township - Town of Westfield corporate line and Downer Street (approximate mileposts 18.82 to 19.40); thence

(B) Zone 2: 25 MPH between Downer Street and Elmer Avenue (approximate mileposts 19.40 to 20.06); thence

(C) Zone 3: 35 MPH between Elmer Avenue and the Town of Westfield - Garwood Borough corporate line (approximate mileposts 20.06 to 20.75); thence

v. In the Borough of Garwood:

(1)

For both directions of traffic:

(A) Zone 1: 35 MPH between the Town of Westfield - Garwood Borough corporate line and the Garwood Borough - Cranford Township corporate line (approximate mileposts 20.75 to 21.67); thence

vi. In the Township of Cranford:

(1)

For both directions of traffic:

(A) Zone 1: 35 MPH between the Garwood Borough - Cranford Township corporate line and Orchard Street (approximate mileposts 21.67 to 21.92); thence

(B) Zone 2: 25 MPH between Orchard Street and 395 feet east of Forrest Avenue (approximate mileposts 21.92 to 22.55); thence

(C) Zone 3: 35 MPH between 395 feet east of Forrest Avenue and the Cranford Township - Roselle Park Borough corporate line (Grove Street) (approximate mileposts 22.55 to 23.28); thence

vii. In the Borough of Roselle Park:

(1)

For both directions of traffic:

(A) Zone 1: 35 MPH between the Cranford Township - Roselle Park Borough corporate line (Grove Street) and the Roselle Park Borough - City of Elizabeth corporate line (Galloping Hill Road) (approximate mileposts 23.28 to 25.24); thence

viii. In the City of Elizabeth:

(1)

For both directions of traffic:

(A) Zone 1: 35 MPH between the Roselle Park Borough - City of Elizabeth corporate line (Galloping Hill Road) and Magie Avenue (approximate mileposts 25.24 to 26.22); thence

(B) Zone 2: 30 MPH between Magie Avenue and Route NJ 27 (Chilton Street) (end of route) (approximate mileposts 26.22 to 26.44).
