(a) Turning movement of traffic on certain parts of State Highway Route NJ 4 (Westbound Marginal Road) described in this subsection are regulated as follows:
1. In Bergen County:
  i.  In the Borough of River Edge:
(1) No right turn:
  (A) From Route NJ 4 (Westbound Marginal Road) to Bogert Road northbound.
  (B) From Route NJ 4 (Westbound Marginal Road) to Lakeview Road northbound.
