is the status of the Pulaski
Skyway Project? |
A. |
There are currently
three Design contracts underway:
rehabilitation of the Route
139 Hoboken and Conrail
Viaducts, Pulaski Skyway
northbound deck replacement
and the Pulaski Skyway
southbound deck replacement.
Multiple Design and Construction
contracts are going to
be used to rehabilitate
the Pulaski Skyway.
Currently,
one Construction contract
for the Pulaski
Skyway is underway, the
concrete encasement removal
project underneath the
Jersey City side of the
Skyway. |

What type
of improvement is planned
for the Pulaski Skyway? |
A. |
The following
improvements to
the Pulaski Skyway will
need to be made:
- Replacement of the deck for the
full length of the bridge
- Structural steel repairs
- Repairs to the concrete columns, piers and abutments for the full length of the bridge (including seismic retrofit)
- Lighting and electrical improvements

When will the work begin? |
A. |
The start time for each
contract will vary depending
on the type of work and to
avoid road closures and other
significant conflicts among
not only the other Pulaski
Skyway contracts but other
regional projects as well.
A substantial amount of the
work will be done underneath
the structure without an
extensive road/lane closure.
The deck replacements will
require an extensive closure.
Contract 1 Concrete Encasement
Removal began in Summer 2012.
Contract 2 Route 139 Hoboken
and Conrail Viaducts is scheduled
to begin in Fall 2013. Contracts
3 and 4 Deck Replacement
is scheduled to begin in
Winter 2014. |

it take to rehabilitate the
Route 139 Hoboken and Conrail
Viaducts? |

Contract
2 construction
is scheduled to begin in
Fall 2013 and be completed
by Fall 2016. |

Will
the Route 139 Hoboken and
Conrail Viaducts be widened? |
A. |
No, the proposed work does
not include widening the
Viaducts. The improvements
include replacing the deck
and supporting beams and
the columns supporting the
eastbound side of the Hoboken
Viaduct. The westbound side
of the roadway, which is
on fill, will be resurfaced
as part of the project. |

Will there be detours and delays? |
A. |
Contracts
3 and 4 Deck
Replacement are
anticipated to begin in
Winter 2014 and
are expected to significantly
impact traffic for approximately
24 months. Most of the
work planned for the Pulaski
Skyway will not have significant
impact on the traffic beyond
the deck work. However,
Route 7 will experience road
closures during the final
phase of construction for
the Route
7 Wittpenn Bridge during
its last contract.
Additionally,
there may also be some detours
associated with the Contract
2 Route 139 Hoboken
and Conrail Viaducts. |

Will detours impact traffic patterns on local streets? |
A. |
The detours for the Contracts
3 and 4 Deck Replacement will
utilize state and county
roadways. A minimal number
of local streets will be
included in the detour routes
for the ramp closures on
the Pulaski Skyway. Route
139 Hoboken and Conrail Viaduct
detours will impact local
streets in Jersey City. |

How will the public be informed of delays and closures? |
A. |
Information on road closures,
delays and congestion will be available
from various sources. The public
should become familiar with these
sources and check for regular updates.
The Department's goal is to provide
as much real time updates as possible
that is accessible to the public.

How can I
avoid delays due to road
closures? |
A. |
You can avoid delays by
switching to transit, car
or van pooling, avoid traveling
during the morning and evening
peak hours, telecommuting
some days if possible and
asking your employer to have
you work from other sites
where possible. If you have
to drive through the area,
be prepared to experience
delays. |
