Background Studies

Between 2001 and 2004, three studies were completed that either directly impact or have a regional impact on the Route 57 corridor.

Route 57 Concept Development Study (2002)

The New Jersey Department of Transportation (NJDOT) worked with local residents and officials to identify and address roadway issues affecting traffic movement and safety throughout the Route 57 corridor. Specific concerns included congestion at peak hours, truck traffic, driveway access, storm water drainage, signage and general safety for drivers and pedestrians. Some key projects that are now in various stages of engineering or development include:
  • Intersection safety improvements at Routes 57 and County Route (CR) 519;


  • Washington Borough roadway, streetscape and pedestrian improvements


  • Culvert replacements; and


  • Traffic calming projects and gateway treatments that will guide drivers to slow down in villages and towns.

Warren County Strategic Plan (2004)

The County Strategic Plan provides land use policy guidance for municipalities, identifies important transportation improvements, and seeks to ensure that public facilities are developed in coordination with local growth. The planning process examined two growth scenarios: a trend "build-out" of the county under existing municipal zoning ordinances and an alternative "centers-based" scenario that concentrates commercial uses into designated centers.

Through an extensive public involvement process and technical analysis, the centers-based alternative was identified as the preferred growth scenario. The final plan highlights potential center locations and provides land use, transportation, and open space recommendations for the county.

Washington Borough Revitalization Plan (2002)

The Downtown Revitalization Plan is a vision for future development and redevelopment in Washington Borough. The plan contains a blueprint for the physical configuration of various elements such as: streets, open space, sidewalks, landscaping, and architectural design standards. It also contains recommendations for changes to the zoning and land development code within the Borough.
