Dr. Roger Cohen

Director of Revenue and Economic Analysis in the Office of the New Jersey Chief Economist. Since September 2012, Dr. Cohen has also served as New Jersey’s Assistant Treasurer for Tax Policy and Revenue Analysis. Between 1986 and 2010, he held senior positions in New York State Government, including Deputy Director of the Legislative Tax Study Commission, Director of Fiscal Policy for the New York Senate Democratic Conference, and Director of the Data Resources Division of Tax Enforcement in the New York State Tax Department.

While at the Tax Study Commission, he was the economic architect of the landmark Tax Reform and Reduction Act of 1987. Later, as Director of Fiscal Policy for the State Senate Democratic Conference, he authored the annual Economic and Revenue Report, which was cited by the State Comptroller for its forecast accuracy. At the New York Department of Taxation and Finance, he directed a team whose projects significantly lowered the cost of tax processing and raised the level of tax compliance.

Dr. Cohen has taught at the State University of New York, the University of Mississippi, North Carolina State University and the University of North Carolina. He earned his Ph.D. in Public Finance Economics from the University of North Carolina and a Bachelor's degree from the University of Michigan.

Dr. Ranjana Madhusudhan

Deputy Director, Revenue and Economic Analysis in the Office of the Chief Economist. She specializes in tax policy, tax administration, revenue forecasting and analysis. She worked for the New Jersey State and Local Expenditure and Revenue Policy Commission and the World Bank prior to joining the Department of Treasury.

She is a past President of National Tax Association and has been active in various leadership roles, including, Co-chair of the Special 2008 NTA Conference on fiscal sustainability, Annual Program Chair, and Chair of NTA Banking and Gaming Committees. She launched a successful collaborative initiative jointly with the Federation of Tax Administrators and NTA in 2008, which has focused on critical fiscal policy issues facing federal, state and local governments. She has also participated in tax policy panels at the Lincoln Institute of Land Policy, the Federal Reserve Banks of Boston and New York, State Legislative Councils and Tax Policy Workshops in Europe.

Dr. Madhusudhan serves on the editorial board of Public Budgeting & Finance and is a member of the GASB Fiscal Sustainability Task Force on Economic Conditions Reporting. She has taught as an adjunct faculty at the E.J. Bloustein School of Public Policy, Rutgers University. She received her Ph.D. in economics from the Maxwell School of Citizenship and Public Affairs, Syracuse University.
