Employment and Enrollment of Retirees
ENROLLMENT INFORMATION
NEW - ANNUAL MEMBERSHIP CERTIFICATION DUE FROM EMPLOYERS
Chapter 52, P.L. 2011, (N.J.S.A. 43:3C-15) requires employers to complete training on the rules and regulations governing eligibility and enrollment in New Jersey State-administered retirement systems and annually certify for each member of a retirement system that the enrolled person is eligible for membership in the retirement system in accordance with the statutes and regulations of the retirement system.
The Chapter 52 Annual Membership Certification online application is now available to employers in the Employer Pensions and Benefits Information Connection (EPIC).
Failure to comply with the certification requirement will prevent the Division from accepting any new enrollment applications from the employing location until the certifications are completed.
On March 14, 2013, a Certifying Officer Letter was sent to designated and trained Certifying Officers and Supervisors of Certifying Officers informing them that they must both complete the Chapter 52 Annual Membership Certification within 30 days of receipt of the letter.

TRANSFER INFORMATION
INTRAFUND TRANSFERS
An Intrafund Transfer is the transfer of a pension account
from one employer to another employer within the same New Jersey State-administered retirement
system.
To be eligible for an Intrafund Transfer:
- The member must have not withdrawn from the retirement system; and
- It must be less than two consecutive
years since the last pension contribution; and
- The member must meet all of the eligibility requirements for retirement system membership with the new
employer.

INTERFUND TRANSFERS
An Interfund Transfer is the transfer of a pension account
from one employer and New Jersey State-administered retirement system to employment covered by a
different New Jersey State-administered retirement
system.
To be eligible for an Interfund Transfer:
- The member must have not withdrawn from the retirement system; and
- It must be less than two consecutive
years since the last pension contribution; and
- The member must meet all of the eligibility requirements for retirement system membership with the new
employer; and
- Apply for the Interfund Transfer within 30
days of the date the eligibility requirements are met for the new retirement system.
