The Division of Pensions and Benefits has opened PENSION PROCESSING TRAINING dates for 2011 — including NEW EMPLOYER TRAINING FOR THE DEFINED CONTRIBUTION RETIREMENT PROGRAM (DCRP). 
These programs, available to Certifying Officers and other personnel who are responsible for the administration of pension and benefits, are presented in two formats:

  1. Live classroom training in Mercer County, and

  2. Live Webinars done online using GoToMeeting.

In the programs, we cover enrollment rules and procedures for the PERS, TPAF, PFRS and DCRP and present a brief overview of the benefits of each of the plans. We introduce the EPIC system, where employers can access their employees' pension account information for processing and inquiry and introduce the MBOS system, which allows employees and retirees to access their own accounts.  We provide training on the employer’s responsibility for pension and benefit administration including purchase of service credit, loans, retirement, health benefits, and death claims — with an emphasis on how to use EPIC for these tasks. There is also an in-depth look at quarterly reporting and the IROC and TEPS systems that local employers use to complete their required reporting and payments. We also present a brief overview of benefits under the State Health Benefits Program (SHBP) and the School Employees' Health Benefits Program (SEHBP).

  • For Local Government and Local Education Employers, the programs are offered in two separate sessions that complement each other.

  • For State Employers and for DCRP Training, the programs are offered in a single session.

Attached to this message you will find the annual update to the Required Notices to SHBP/SEHBP Enrollees.

  • Federal law mandates that employers provide information about certain pieces of legislation to employees and their dependents upon enrollment in the employer’s group health insurance and at other specific times. This includes initial notice concerning the COBRA program; notice of federal HIPAA Privacy requirements; and new for 2011, notice of premium assistance through Medicaid and Children’s Health Insurance Programs, and notice of the Early Retiree Reinsurance Program.

  • New Jersey State law requires notice of coverage available to over age children under the provisions of Chapter 375, P.L. 2005.

The attached document provides everything employers need to comply with the notification requirements.

In the past, we were also able to provide on-site training for Certifying Officers and other personnel responsible for pension and benefit processing and reporting.  While fiscal constraints still do not allow us to physically come to individual locations, we have developed strategies that allow us to provide this service again.  

We have acquired technology that recreates the experience of having one of our Education Staff visit your location through an online meeting. This service — called GoTo Meeting — requires no set up on your part, is easy to use, and utilizes online screen sharing and a voice hook-up to provide virtual on-site training. You can use this service for quick problem solving or for comprehensive training for a new Certifying Officer or other staff members. 

In addition, if your staff members would rather come to us, we can provide one-on-one or small group training at our offices in Trenton. This is ideal for larger locations with multiple staff members who have responsibility for pensions and benefits.  It also allows for us to help pinpoint the administrative issues of a particular employer.

In these programs, we cover enrollment rules and procedures for the PERS, TPAF, PFRS and DCRP and present a brief overview of the benefits of each of the plans. We introduce the EPIC system, where employers can access their employees' pension account information for processing and inquiry and introduce the MBOS system, which allows employees and retirees to access their own accounts.  We provide training on the employer’s responsibility for pension and benefit administration including purchase of service credit, loans, retirement, health benefits, and death claims — with an emphasis on how to use EPIC for these tasks. There is also an in-depth look at quarterly reporting and the IROC and TEPS systems that local employers use to complete their required reporting and payments. We also present a brief overview of benefits under the State Health Benefits Program (SHBP) and the School Employees' Health Benefits Program (SEHBP).

These programs are offered in two formats; live classroom training in Mercer County, and live Webinars done online using GoToMeeting.

SUBJECT: Extension of COBRA Subsidy Eligibility through May 31, 2010

President Obama has signed H.R. 4851, the Continuing Extension Act of 2010, into law.  This Act extends eligibility for the COBRA-ARRA premium subsidy from March 31, 2010 until MAY 31, 2010.

COBRA Applications and other COBRA related information have been updated and are available on the SHBP/SEHBP Web site: http://www.state.nj.us/treasury/pensions/health-benefits.shtml

Assistance eligible individuals affected by the extension include individuals involuntary terminated from employment anytime between September 1, 2008 and March 31, 2010*.

The amount of the subsidized COBRA premium remains unchanged — qualified individuals continue to pay 35 percent of the regular COBRA premium.

Similarly, the 15 month subsidy period remains unchanged (this period was extended from 9 months in December 2009 by the Department of Defense Appropriations Act of 2010 and is discussed in the Division’s Certifying Officer Letter of February 1, 2010).

*Additional eligibility restrictions may apply. See the Certifying Officer Letter of March 11, 2009 for full details on eligibility for the COBRA ARRA premium subsidy.

TO: Certifying Officers of the Police and Firemen's Retirement System (PFRS)

SUBJECT: Deadline for PFRS Training Requirements

As you have been advised in two prior Certifying Officer letters, as of July 1, 2010, all PFRS members must meet the statutory definition of a “police officer” or “firefighter” including the successful completion of specific training requirements.*

  • All police officers enrolled in the PFRS must be certified in the basic training course for the appropriate police title as typically prescribed by the Police Training Commission (PTC).**

  • All firefighters enrolled in the PFRS must complete and receive Firefighter 1 certification through the New Jersey Department of Community Affairs, Division of Fire Safety.**

    • N.J.A.C. 17:4-2.4 specifies that any PFRS police member or firefighting member who has not successfully completed the PTC or Firefighter 1 certification as of July 1, 2010 must be removed from PFRS membership.

All PFRS employers were advised to verify that all required training is, or will be, completed prior to the July 1, 2010 deadline for each police officer and firefighter employees.  Since this is a lengthy process we are reviewing members who are in police officer titles first and will review the firefighter titles shortly thereafter. 

Attached is an Excel spreadsheet with an alphabetical listing of your location’s PFRS police group members as of the last quarterly posting, December 31, 2009.  You must verify the date PTC training was completed or, if they are currently in training, the anticipated date of completion.
Any members who will not complete the training by July 1, 2010, or any members that are in the middle of training but will not have it successfully completed by July 1, 2010, must be listed individually in your response. Please ensure that you state the reason for the employee’s non-completion; if applicable, include any anticipated return date from an approved leave-of-absence.

Due to the gravity of the PFRS training issue, you must complete the attached form in full. 
The completed form must be returned to the Division no later than May 17, 2010.  Failure to submit your response timely may result in termination of all PFRS members at your location.

Please update the attached Excel Spreadsheet and then ‘Save’ the document. The completed document, along with any detailed explanations, is to then be sent to the Division by e-mail reply.

E-MAIL MESSAGE TO EMPLOYERS — March 5, 2010

SUBJECT: Extension of COBRA Subsidy Eligibility through March 31, 2010

President Obama has signed H.R. 4691, the Temporary Extension Act of 2010, into law. This Act extends eligibility for the COBRA-ARRA premium subsidy from February 28, 2010 until MARCH 31, 2010. 

COBRA Applications and other COBRA related information have been updated and are available on the SHBP/SEHBP Web site: http://www.state.nj.us/treasury/pensions/health-benefits.shtml

Assistance eligible individuals affected by the extension include individuals involuntary terminated from employment anytime between September 1, 2008 and March 31, 2010*.

*Additional eligibility restrictions may apply. See the Certifying Officer Letter of March 11, 2009 for full details on eligibility for the COBRA ARRA premium subsidy.

The Act also contains a new rule where the initial qualifying event is/was a reduction in hours. This means assistance eligible individuals who experience a reduction in hours anytime after September 1, 2008 and then are involuntary terminated on or after March 2, 2010 and on or before March 31, 2010 are now eligible for the subsidy. There is also a new election period for anyone who had a reduction in hours and did not choose COBRA or who chose COBRA and subsequently lost coverage and were later involuntary terminated from employment on or after March 2, 2010 and on or before March 31, 2010.

The amount of the subsidized COBRA premium remains unchanged — qualified individuals continue to pay 35 percent of the regular COBRA premium.

Similarly, the 15 month subsidy period remains unchanged (this period was extended from 9 months in December 2009 by the Department of Defense Appropriations Act of 2010 and is discussed in the Division’s Certifying Officer Letter of February 1, 2010).

SUBJECT: Extension of COBRA Subsidy Letter and HIPAA Required Notices to SHBP/SEHBP Enrollees

The Health Benefits Bureau of the Division of Pensions and Benefits is issuing the two attached documents to employers who participate in the State Health Benefits Program (SHBP) or the School Employees' Health Benefits Program (SEHBP).

  • The attached Certifying Officer Letter addresses the extension of eligibility and duration for the COBRA premium subsidy available to certain individuals under the American Recovery and Reinvestment Act of 2009 (ARRA).

    Please note that employer responsibility regarding the extended subsidy involves recent or soon-to-be COBRA enrollees — the Health Benefits Bureau has already notified COBRA members enrolled prior to December 31, 2010 of the extended subsidy.

  • The second attachment is the HIPAA Required Notices to SHBP/SEHBP Enrollees which employers are required to provide to new enrollees in the SHBP or SEHBP — and is also required to be provided to all of your SHBP or SEHBP enrollees a minimum of once every three years.

The attached Certifying Officer Letter has been issued by the Division of Pensions and Benefits as notice of the Dependent Eligibility Verification Audit (DEVA) being conducted by Aon Consulting for the State Health Benefits Program (SHBP) and School Employees' Health Benefits Program (SEHBP). DEVA mailings directly to employee home addresses are scheduled to begin February 10, 2010.

Employee compliance with DEVA is required under State law. Employees must provide specific documentation to verify that persons listed as eligible dependents meet the standards for dependent coverage under the SHBP or SEHBP.
