Local Employers should also note that this letter addresses new procedures, effective with the 4th Quarter iROC, for the reporting of any salary in excess of the maximum limit that requires participation in the DCRP. (See also the Certifying Officer Letter of November 30, 2011.)

The attached Certifying Officer Letter announces changes to pension contribution reporting on the Internet-based Report of Contributions (iROC).

Effective immediately, employers should not include Defined Contribution Retirement Program (DCRP) eligible salary on the iROC, nor should contributions be submitted to the Division of Pensions and Benefits for compensation above the capped amount. Please see the attached letter for details.

Pursuant to Chapter 78, P.L. 2011, Pension and Health Benefit Reform, employee pension contribution rates will change with the first payroll to be paid on or after October 1, 2011.  State employees paid through the Centralized Payroll Unit will receive check messages as notification of the pending change.

Local Government and Local Education employers are urged to provide similar messages to their employees prior to implementing the new contribution rates. A sample message is provided below for your use or for adaptation to your particular payroll needs.

The Division of Pensions and Benefits has posted new dates for employer training opportunities through the remainder of 2011.  Training sessions are open to Certifying Officers and other personnel who are responsible for the administration of pension and health benefits. 

Available training sessions include:

Internet Report of Contributions (IROC) Training

This is a NEW employer training class designed for anyone in payroll or benefit administration who is responsible for completing the quarterly pension Internet Report of Contributions (IROC). Whether you are brand new or a seasoned veteran, we are sure that you will benefit from this training.

Employer Training for the Defined Contribution Retirement Program (DCRP)

This training covers enrollment and other employer duties related to the DCRP.  Both classroom and online Webinar training sessions are available.

Pension Processing Training

This program presents a brief overview of the benefits of the PERS, TPAF, PFRS and DCRP and provides training on the employer’s administrative responsibilities including enrollment, purchase of service credit, loans, retirement, and death claims. We cover the EPIC system, where employers can perform administrative tasks online and access employee pension account information for processing and inquiry. Quarterly reporting through the IROC and TEPS systems are also addressed along with a brief overview of the State Health Benefits Program (SHBP) and the School Employees' Health Benefits Program (SEHBP).

The annual open enrollment for the New Jersey State Employees Tax Savings Program (Tax$ave 2012) will be conducted from October 1 through October 31, 2011. This message is being sent as a reminder that, effective April 1, 2011, requests to Purchase Service Credit or to Withdraw from the pension MUST be submitted using the online applications of the Member Benefits Online System (MBOS)

  • Purchase and Withdrawal applications will no longer be available as printed forms or as PDF files through the Division’s Web site.

  • Paper applications that are received after April 1st will not be processed and the member will be sent instructions to submit the application using MBOS.

Please see the Certifying Officer Letters of February 23, 2011, for additional information on registering for or using MBOS (and for specific, limited exceptions to the online application requirement).
