IROC NOTICE

This notice is to advise that your 4th Quarter 2013 Internet-based Report of Contributions (IROC) is ready for processing.

The IROC is accessed through the Employers Pension Information Connection (EPIC), the secure and fast method for pension information and processing.  The Certifying Officer at your employing location has the ability to grant IROC access to other staff persons by using the “Security” function in EPIC.

If you have questions about how to use EPIC, please contact the Division’s Employer Education Unit for EPIC help at (609) 292-7524.  You can also get help from the Division’s Web site at: http://www.state.nj.us/treasury/pensions/epickit.htm  or by clicking the “EPIC User’s Guide” button on your EPIC home page.

1. The Certifying Officer and Supervising Certifying Officer are the only persons to receive correspondence about IROC;

2. Because the Certifying Officer is authorized to grant IROC access to the staff person who does the report, you should ensure this staff person has EPIC access and is familiar with its use;

3. For questions concerning how to complete the Report of Contributions correctly, please feel free to contact the IROC Helpline at (609) 777-2115, or access the IROC Manual at http://www.state.nj.us/treasury/pensions/epickit.htm   or by clicking “EPIC User’s Guide” on your EPIC home page.

Also attached is Fact Sheet #77, The Quarterly Report of Contributions, which contains general information on completing and submitting the IROC.

4. A “Print” button is available on the IROC main page.  You may create a print copy of your Report at any time before, during, or even after you have completed the ROC.  Just click “Print” at the top of the main page and you will get your print copy.  This feature also is useful for printing copies of Reports of Contributions completed for earlier quarters.

Employers who use the IROC have reported that this method is easier and much more efficient; for many it reduces the completion time by half or more.  If you are new to using the IROC, it will only take a few minutes to learn the new method and we believe you will find it very much worth your while. 

At the Division, we truly appreciate the dedication and hard work you bring to your job administering your employees’ pension and benefits.  We also want to thank you in advance for your cooperation in making the change to this online reporting system.  We hope you will find that using the IROC will greatly improve your quarterly reporting experience.

CERTIFYING OFFICER LETTER — December 5, 2013

TO: All Certifying Officers, Human Resource Directors, and Benefits Administrators participating in the State Health Benefits Program and School Employees’ Health Benefits Program

FROM: The New Jersey Division of Pensions and Benefits

SUBJECT: Health Benefits Coverage for Legally Married Same-sex Couples

The attached Certifying Officers Letter has been issued by the Division of Pensions and Benefits to all Certifying Officers, Human Resource Directors, and Benefits Administrators participating in the State Health Benefits Program (SHBP) and School Employees’ Health Benefits Program (SEHBP) regarding health benefits coverage for legally married same-sex couples.

The U.S. Department of the Treasury and the Internal Revenue Service (IRS) recently ruled that same-sex couples, legally married in jurisdictions that recognize their marriages, will be treated as married for federal tax purposes. This ruling extends health benefits eligibility to same-sex spouses of employees and retirees enrolled in the SHBP and the SEHBP in the same manner as opposite-sex spouses.

The State Health Benefits Program and the School Employees’ Health Benefits Program Open Enrollment period ended November 8; therefore, the extended hours of operation for the Division of Pensions and Benefits Call Center will end November 14.

The Call Center at (609) 292-7524 will resume regular hours of operation (7:30 AM until 4:30 PM) on Friday, November 15.

SUBJECT: Free Biometric Screening Opportunity at 2013 New Jersey Education Association Convention on November 7th and 8th

NJWELL is pleased to announce that, in partnership with the New Jersey Education Association, we will be providing free biometric screenings at the 2013 NJEA convention at the Atlantic City Convention Center on November 7th and 8th. Screenings are available from 9 a.m. through 5 p.m. on November 7th, and from 8:30 a.m. through 3 p.m. on November 8th. The screenings are completely confidential and will provide participants with valuable information on their current health status. This event is a special preview for NJWELL, the School Employees’ Health Benefits Program’s new incentive based employee wellness program. This will be the only opportunity before the official start date of NJWELL on January 1, 2014 to earn points toward the $100 Visa gift card incentive that NJWELL is offering to participants in 2014. This message is an important reminder to employers about the proper submission of Enrollment Applications and Transfer Forms.  On July 26, 2013 you were notified that the Division of Pensions and Benefits has updated Enrollment Applications, the Application for Interfund Transfer, and the Report of Transfer/Multiple Enrollment Form. 

While it remains a requirement that employers use the online Enrollment Applications available in EPIC whenever possible, in cases where paper Enrollment Applications or Transfer Forms need to be submitted to the Division, employers must use the most recent versions of the printable forms. Older versions of the forms will be rejected and returned for employer compliance.

The new forms confirm employer compliance with the provisions of Chapter 52, P.L. 2011, (N.J.S.A. 43:3C-15) which requires that both the Certifying Officer and the immediate Supervisor of the Certifying Officer receive training in enrollments, certify all enrollment applications, and annually certify for each member of the retirement system that the enrolled person is eligible for membership in the retirement system in accordance with the statutes and regulations of the retirement system. ENROLLMENT PROCEDURES

While it remains a requirement that employers use the online Enrollment Applications available in EPIC whenever possible, in cases where a paper Enrollment Application or Transfer Form needs to be submitted to the Division, employers must use the most recent versions of the printable forms.

  • Updated versions of the Enrollment Applications and Transfer Forms can be obtained by printing them from the “Forms Index” of the Employers’ Pensions and Benefits Administration Manual (EPBAM) at: http://www.state.nj.us/treasury/pensions/epbam/support/formsindex.htm

  • Please also note that in order to comply with the requirements of Chapter 52, the Division will reject any obsolete Enrollment Applications or Transfer Forms that are received and the employer will be notified to resubmit using the updated versions.

The attached Certifying Officer Letter has been issued to announce that the Chapter 52 Annual Membership Certification online application is now available to employers in the Employer Pensions and Benefits Information Connection (EPIC).

IMMEDIATE EMPLOYER ACTION IS REQUIRED

The designated and trained Certifying Officer and Supervisor of the Certifying Officer are both required to complete the Chapter 52 Annual Membership Certification within 30 days of receipt of this letter.  Failure to comply with the certification requirement will prevent the Division from accepting any new enrollment applications from the employing location until the certifications are completed.

The "Chapter 52 Certification" button will be available when the Certifying Officer or the Supervisor of the Certifying Officer logs on to EPIC. Specific instructions on using the Chapter 52 Annual Membership Certification online application are contained in the Certifying Officer Letter.

CERTIFYING ENROLLMENTS

Certifying Officers and Supervisors of Certifying Officers should verify that all training in enrollments, as required under Chapter 52, has been completed and that all enrolled persons are eligible for membership in the retirement system in accordance with the statutes and regulations of the retirement system prior to certification (please also refer to the Certifying Officer Letter of January 18, 2013, Professional Services Contracts and Review of PERS Enrollment).

CERTIFYING OFFICER LETTER — January 24, 2013

SUBJECT:  FINAL REQUEST – TRANSITION TO RETIREMENT PROGRAMS AND RESCINDING ABP RETIREMENT

The attached Certifying Officer Letter has been issued by the Division of Pensions and Benefits regarding the discontinuation of "Transition to Retirement" programs and required corrective measures to be taken with regard to employees who had elected to participate in such programs.

The letter is an update to a topic that was previously addressed in the Certifying Officer Letters of July 1, 2011, May 9, 2012, and October 11, 2012.

CERTIFYING OFFICER LETTER — January 18, 2013

TO: Certifying Officers of Local Government/Education Employers participating in the PERS and DCRP

FROM: New Jersey Division of Pensions and Benefits

SUBJECT: PROFESSIONAL SERVICES CONTRACTS AND REVIEW OF PERS ENROLLMENT

The attached Certifying Officer Letter, and included Fact Sheet and Checklist, have been issued by the Division of Pensions and Benefits to address instances of improper enrollment in the retirement system — as identified in the recent report from the Office of the State Comptroller — of individuals working as independent contractors or under Professional Services Contracts.

  • The letter explains the legislative history of retirement system ineligibility for independent contractors and individuals performing “professional services”, and describes the IMMEDIATE ACTIONS THAT EMPLOYERS MUST TAKE to review the proper enrollment status of these individuals. Please note that a response is required no later than February 15, 2013.

  • The accompanying fact sheet addresses the specific differences between an employee and an independent contractor/professional services provider, as defined under both New Jersey Statute and the “20-Factor Test” of the Internal Revenue Service.

  • The checklist form is provided to assist employers in making an initial determination of whether the individual is an employee for purposes of retirement system eligibility, and to properly identify independent contractors and other individuals providing “professional services” who are ineligible.

SUBJECT: NEW APPLICATION IN EPIC — HEALTH BENEFITS YEAR END COST REPORT FOR 2012 W-2 REPORTING OF GROUP HEALTH COVERAGE

The Division of Pensions and Benefits is pleased to announce that a new Health Benefits Year End Cost Report is available to employers through the Employer Pensions and Benefits Information Connection (EPIC).

This report is being provided to aid employers who are required under the Affordable Care Act to report on IRS Form W-2 the estimated value of the health insurance coverage provided to employees under the employer’s group health plan. The report will be available to employers who provide coverage through the State Health Benefits Program (SHBP) or the School Employees’ Health Benefits Program (SEHBP). The Health Benefits Year End Cost Report provides employers with secure access to the information. The report will be updated annually. Please see IRS notice 2012-9 at http://www.irs.gov/ for detailed information on the reporting requirements.

Once the Health Benefits Year End Cost Report is assigned to EPIC users at your location (see instructions below), it is available along with the Health Benefits Alpha and Activity Reports. When the “Year End Report” button is selected, the report will open and display the employee’s name, SSN, and the total health coverage and/or prescription drug cost for 2012 for each employee enrolled under the employer in the SHBP or SEHBP.

ASSIGNING ACCESS TO NEW EPIC APPLICATIONS

Please make sure that employees who require access to this report have the appropriate EPIC access. The designated Certifying Officer must assign access to new EPIC applications to users registered through your employing location.  For detailed information about how to assign access to new applications, see the EPIC Security help pages at:

It is also important to keep the EPIC security access of your employees up-to-date — and be sure to terminate access for those employees who leave your employment or whose duties change and who no longer require EPIC access.
