POSITION OBJECTIVE:

The Assistant Engineer- Construction works under the direction of the Senior Supervising Engineer or designee. He/she provides support and assistance as needed to manage the various engineering and administrative activities in the Engineering Department's Construction Division.

RESPONSIBILITIES:

  1. Assists in developing scope of work and request for proposal documents for construction assignments.
  2. Reviews and coordinates contract document review comments during the design phase. Assembles necessary information such as plans, specifications, utility orders, crossing permits, agreements, etc., as required for the execution and administration of construction contracts.
  3. Reviews and recommends for approval or disapproval, pay estimates, change orders, change of plans, drawings, etc. Maintains accurate records pertaining to project costs and schedules.
  4. Assists with supervising field engineering work undertaken by Resident Engineers, inspection staff and survey crews as directed. Reviews material testing and other reports submitted by outside agencies.
  5. Provides liaison activities between Turnpike departments, consultants, contractors, outside agencies and third parties as required to progress construction projects and address issues that arise in the field.
  6. Works under the direction of the Senior Supervising Engineer or his designee to carry out other related work required of construction projects.

RESPONSIBILITY FOR RELATIONSHIPS:

Maintains a cooperative working relationship with superiors and others in the Engineering Department, throughout the Authority's organization and with consulting engineers, contractors, and outside agencies. Displays a flexible and adaptable attitude. Represents the Authority in a professional manner in interactions with others. Demonstrates initiative, contributing positively to the Construction Division's overall performance.

MINIMUM QUALIFICATIONS:

  1. Bachelor of Science Degree in Civil Engineering.
  2. Engineer in Training Certificate, preferred.
  3. Ability to obtain New Jersey Professional Engineer License.
  4. Working knowledge of general construction management systems and programs.

Engineering - Project Engineer - Structural

POSITION OBJECTIVE:

Under the general direction of the Senior Supervising Engineer, manages engineering projects to completion, serving as liaison between the Authority and consultants.

RESPONSIBILITIES:

  1. Develops scope of work and proposal documents for design and/or bridge inspection projects, reviews proposal documents and recommends selection of consulting engineers which comply with the Authority requirements.
  2. Coordinates the planning and execution of the complete engineering designs/inspections of an assigned project and directs/manages the efforts of the consultant.

  7. Investigates problems and recommends solutions associated with new or existing facilities.
  8. Reviews and recommends for approval, requests by outside agencies to perform work on Authority right-of-way.
  9. Develops project budgets, cost estimates, schedules, agreements with outside agencies, and handles all administrative matters associated with assigned projects.

RESPONSIBILITY FOR RELATIONSHIPS:

Maintains a cooperative working relationship with consulting engineers, outside agencies, superiors and others in the Engineering Department and throughout the Authority. Displays a flexible and adaptable attitude. MINIMUM QUALIFICATIONS:

  1. Bachelor of Science Degree in Civil Engineering.
  2. New Jersey Professional Engineer License required.
  3. Seven (7) or more years of professional engineering experience preferably containing a mix of inspection, design, contract document preparation, contract review, and construction supervision/management relating to various types of bridge and structural engineering projects, including at least four (4) or more years in responsible charge.
  4. Knowledge of MS Office programs, and general structural analysis programs.
  5. Excellent verbal and written communication skills.

Finance - Junior Accounting Analyst

ITS - Information Security Analyst

POSITION OBJECTIVE:

Works under the general direction, of the Manager of Communications Services or designee, to perform Information Security related duties in the areas of cyber security, Information security policy, monitoring and compliance/audit, penetration testing, application vulnerability assessments and risk assessments, security education, and training. The Information Security Analyst is responsible for managing access and authorization to the Authority's Information resources, recording the details of reported IT service issues and service requests, working to either restore service as quickly as possible, or alerting and/or escalating them to the appropriate specialist support groups.

RESPONSIBILITIES:

  1. Performs and manages the Implementation of counter-measures or mitigating controls. Ensures the integrity and protection of networks, systems, and applications by technical enforcement of organizational security policies, through monitoring of vulnerability scanning devices, research, malicious code reverse engineering, penetration testing, and threat intelligence.
  2. Assists in performance and coordination of Security Incident Response activities.
  3. Monitors and analyzes logs from various systems including, but not limited to Intrusion. Detection Systems, Intrusion Prevention Systems, Firewalls, Routers, Switches, PCs, Servers, VPN, AIX, and LJNUX log files.
  4. Performs periodic and on demand system audits and vulnerability assessments, including user accounts, application access, file system, external Web integrity scans, and SSL Certificates scans to determine compliance.
  5. Provide clear communications to management on various cyber activity.
  6. Monitors and maintains systems and procedures to protect agency data from unauthorized users.
  7. Coordinates with users to discuss issues such as computer data access needs, security violations, and programming changes.
  8. Work closely with 3rd party security partner to secure Authority data and assets.
  9. Provides organizational wide cyber security oversight through the establishment of a comprehensive and sustainable governance, risk management and compliance (GRC) framework and IT security policies, standards, guidelines and procedures.

RESPONSIBILITY FOR RELATIONSHIPS:

Has responsibility for maintaining harmonious working relationships with this and other departments and individuals in the Authority's organization, as well as outside vendors, necessary for obtaining the objectives of the position. In addition, individual should have a high level of Initiative and a proactive nature, good communication and presentation skills.

MINIMUM QUALIFICATIONS:

  1. Bachelor's degree in Computer Science with major coursework in informatton technology security, computer information systems, management information systems, or a related field.
  2. Certified Information Systems Security Professional (CISSP), Certified Information Systems Manager (CISM), or Certified In Risk and Information Systems Control (CRISC).
  3. Extensive knowledge of IT security & privacy standards, technologies, practices, guidelines and theories; business continuity planning, audittng, and risk management
  4. Must have a minimum of 5 years of experience in an IT security role.

  1. Supervises all secretarial functions for the department.
  2. Prepares memoranda, letters, records and reports, maintains necessary files.

POSITION OBJECTIVE

A Technology Device Technician, when directed by a manager in the Integrated Technology Services ("ITS" Department, will install, maintain, and repair, along with other members of the ITS Department as needed by management, a wide variety of technology devices and cabling related to the computing, electrical, sensory, communication, signage, imagery, mechanical, tolling, and audio-visual, etc., infrastructure.

RESPONSIBILITIES:

  1. Will install, maintain, and repair, a wide variety of technology devices and cabling. Cabling means both pulling copper cabling and fiber for a wide variety of technology devices and terminating copper and fiber at end unit devices such as cameras, variable message signs, and lane controllers.
  2. Will perform all work in accordance with current industry standards, as well as NJTA policies and procedures.
  3. Must be able to maintain and utilize, in a safe and efficient manner, common and specialized hand and power tools associated with the position.
  4. Perform physical activities involving the use of upper and lower body extremities; will be required to work in confined environments; perform their responsibilities in all types of weather conditions; maintain, operate and move equipment and power sources up to 75 lbs; work alongside traffic in a lane or shoulder closure; work from enclosures, ladders, rooftops, communication structures, and elevation devices such as bucket trucks and scissor lifts, that are up to 100ft. above the terrain and/or roadway.
  5. Maintain service records, project reports, and work orders as directed.
  6. Ability to work independently with minimum supervision.
  7. To perform other related duties as delegated.
  8. Employees shall obtain a Class A CDL within six (6) months of occupying the job title.

ESSENTIAL EDUCATION, SKILLS, & KNOWLEDGBE:

ITS - Senior IT Engineer, Facilities and Structures

POSITION OBJECTIVE:

Works under the general direction of the ITS Facilities Manager to ensure and oversee the functionality, stability, installation, security, support, maintenance, and expandability of a wide variety of technology devices and cabling related to the computing, electrical, sensory, communication, signage, imagery, mechanical, tolling, and audio-visual, etc., infrastructure on the Garden State Parkway and New Jersey Turnpike.

RESPONSIBILITIES:

  1. Assist in the maintenance and repair of the Toll Collection System, Roadway Electronic Signage, and physical computing infrastructure.
  2. Provide project oversight, when required, for construction activities directly affecting the installation of technology equipment on the Garden State Parkway and the New Jersey Turnpike roadways. This includes installation of embedded devices, structures, signage, and canopy/gantry mounted devices. Ensure that all installation activities meet the Authority's Standard Specifications.
  3. Provide OJT style technical training and development of training material (i.e. manuals, test setups, diagnostic tools) for Authority staff in the operation and maintenance specified equipment and related software applications. Manage the configuration and set up of ITS equipment system test fixtures.
  4. Supervise and assist with system failure identification and corrective maintenance activities on the New Jersey Turnpike and Garden State Parkway.
  5. Develop a preventive maintenance program to improve system performance and to reduce equipment downtime. Evaluate and modify preventive and corrective maintenance measures as necessary to efficiently maintain equipment.
  6. Design performance metrics to track and improve the efficiency of equipment runtime and repair activities. These metrics should include equipment availability, response and repair times, equipment failure summaries, failure trends, and adherence to system performance specifications. Develop a corrective action plan to improve any metrics that do not meet Authority standards.
  7. Provide technical support(remote and on-site) and product life-cycle management for the section portfolio.
  8. Perform failure analysis of equipment and systems with the goal of detecting failure trends and reliability statistics.
  9. Develop and maintain an equipment test program for the purpose of re-testing equipment that was replaced in the field for corrective maintenance. This program should include environmental stress testing and a process for repairing these items in a test lab environment.
  10. Complete Initial baseline analysis and provide status reports for special projects.
  11. Perform physical activities involving the use of upper and lower body extremities; will be required to work in confined environments; perform their responsibilities in all types of weather conditions; maintain, operate and move equipment and power sources up to 75 lbs; work alongside traffic in a lane or shoulder closure; work from enclosures, ladders, rooftops, communication structures, and elevation devices such as bucket trucks and scissor lifts, that are up to 100 ft. above the terrain and/or roadway.

  3. Five (5) years of hands on experience in electrical theory and a working knowledge of the National Electric Code (NEC).
  4. Ten (10) years of experience in troubleshooting, repair, and installation of electronic hardware as required supporting a computer electronic project. At least five (5) years of this experience should be with Electronic Toll Collection equipment systems and Intelligent Transportation Systems.
  5. Excellent written and oral communication skills.
  6. Possess a valid New Jersey driver's license.

Internships

The New Jersey Turnpike Authority offers law students the opportunity to serve as volunteer/unpaid interns in the Law Department during fall or spring semesters or during summer. The Law Department regularly addresses an array of legal issues involving public procurement; administrative law; real estate, contract and environmental law; and litigation. If accepted into the program, students will perform law clerk responsibilities, including legal research and writing, and will have the opportunity to observe a range of lawyering activity. Students participating in the program may also have the opportunity to attend court proceedings, meetings, depositions, and other special events.
