POSITION OBJECTIVE

The Project Supervisor, Construction - Facilities Improvements Program and Construction " Highways/Building, working under the direction of the Supervising Engineer, or a designated representative, fulfilling management responsibility for the protection of the Authority interests in new construction and alteration work to insure completion of contracts in accordance with the Authority's policies and procedures and in conformance with the contract documents.

RESPONSIBILITIES:

  1. Reviews and coordinates contract plans and specification and other documents related to construction for the Authority. Reviews and approves change orders and prepares appropriate reports justifying change order work. Also reviews and approves pay estimates. May prepare contract documents for more routine types of construction.
  2. Directs subordinates as supervisor and resident inspector on various construction projects undertaken by the Authority.
  3. Acts as Resident Engineer in the field, when required, on small to intermediate size construction projects.
  4. Carries out other related and special assignments as direct by supervisor, preparing reports with, recommendations.

RESPONSIBILITY FOR RELATIONSHIPS:

The Project Supervisor establishes and maintains a cooperative working relationship with others in the Engineering Department, throughout the Authority's organization, and with consulting engineers, contractors, and outside agencies. Displays a flexible and adaptable attitude. Represents the Authority in a professional manner in interactions with others. Demonstrates initiative, contributing positively to the Construction Division's overall performance.

MINIMUM QUALIFICATIONS:

  1. Bachelor of Science Degree in Civil Engineering or Bachelor of Architecture with four years of experience as a construction Resident Engineer, or similar experience managing construction projects, including analysis, negotiation and preparation of change orders and review of construction methods and procedures; or ten years of experience as a construction Resident Engineer, or similar experience managing construction projects, including analysis, negotiation and preparation of change orders and review of construction methods and procedures.
  2. Highway and/or building design related experience is desirable in association with either of the above related experience options.
  3. Excellent verbal and written communications skills
  4. Possess a valid driver's license.

POSITION OBJECTIVE:

Under the general direction of the Supervising Engineer, manages design and execution of engineering projects to completion, serving as liaison between the Authority and consultants.

RESPONSIBILITIES:

  1. Develops scope of work and proposal documents for design projects, reviews proposal documents and recommends selection of consultants which comply with the Authority requirements.
  2. Coordinates the execution of the complete engineering designs of an assigned project including liaison with the consultant.

MINIMUM QUALIFICATIONS:

  1. Bachelor of Science Degree in Civil Engineering.

  3. Ability to obtain New Jersey Professional Engineer License.
  4. Two (2) or more years of professional engineering experience preferably containing a mix ,of civil highway design, contract document preparation and contract review relating to various types of civil highway engineering projects.

Finance - Capital Budget Project Supervisor

The Capital Budget Project Supervisor is directly responsible for working with managers to create and implement tracking systems to monitor and measure all capital program and construction budgets. The Capital Budget Project Supervisor will also work with the Budget Coordinator & Deputy CFO on formulating, defining, designing, testing and implementing requirements and upgrades to business processes, policies and information systems.

RESPONSIBILITIES:

  1. Directly responsible for the annual, mid-year and capital budgets process and product.
  2. Build, maintain and analyze budget reports and variances.
  3. Create expense variance analysis, and develop and maintain monthly departmental reporting.
  4. Report on monthly budget variances to project owners and management.
  5. Perform a cost benefit analysis of proposed new projects.
  6. Work with project managers during the annual budget process and new project budget development to ensure the cost benefit analysis is valuable to the decision making process.
  7. Review sub-ledger entries into financial accounting system.
  8. Create and maintain a capital and construction budget policies and procedures manual.

POSITION OBJECTIVE:

A Technology Device Technician, when directed by a manager or supervisor in the Integrated Technology Services ("ITS" Department, will install, maintain, and repair, along with other members of the ITS Department as needed by management, a wide variety of technology devices and cabling related to the computing, electrical, sensory, communication, signage, imagery, mechanical, tolling, and audio-visual, etc., infrastructure.

RESPONSIBILITIES:

  1. Will install, maintain, and repair, a wide variety of technology devices and cabling. Cabling means both pulling copper cabling and fiber for a wide variety of technology devices and terminating copper and fiber at end unit devices such as cameras, variable message signs, and lane controllers.
  2. Must be able to perform first, second and third levels of system maintenance and repair, i.e., overall system malfunction diagnostics,' sub-assembly or module malfunction diagnostics and basic component or circuit device failure detection diagnostics.
  3. Utilize software diagnostics, equipment services information, schematic and circuit description material, apply such information to maintenance or service repair of devices, sub-assembly.
  4. Utilize generally accepted lest equipment in the performing of his/her maintenance and repair service functions, this includes both digital and analog measuring devices, discreet and integrated circuit component testing apparatus, such as voltmeters, oscilloscopes, signal generators and other related tools of the trade.
  5. Will perform all work in accordance with current industry standards, as well as NJTA policies and procedures.
  6. Must be able to maintain and utilize, in a safe and efficient manner, common and specialized hand and power tools associated with the position.
  7. Perform physical activities involving the use of upper and lower body extremities; will be required to work in confined environments; perform their responsibilities in all types of weather conditions; maintain, operate and move equipment and power sources up to 75 lbs; work alongside traffic in a lane or shoulder closure; work from enclosures, ladders, rooftops, communication structures, and elevation devices such as bucket trucks and scissor lifts, that are up to 100 ft. above the terrain and/or roadway.
  8. Maintain service records, project reports, and work orders as directed.
  9. Ability to work independently with minimum supervision.
  10. To perform other related duties as delegated.
  11. Employees shall obtain a Class A CDL within six (6) months of occupying the job title.

ITS - Senior IT Engineer, Facilities and Structures

POSITION OBJECTIVE:

Works under the general direction of the ITS Facilities Manager to ensure and oversee the functionality, stability, installation, security, support, maintenance, and expandability of a wide variety of technology devices and cabling related to the computing, electrical, sensory, communication, signage, imagery, mechanical, tolling, and audio-visual, etc., infrastructure on the Garden State Parkway and New Jersey Turnpike.

RESPONSIBILITIES:

  1. Assist in the maintenance and repair of the Toll Collection System, Roadway Electronic Signage, and physical computing infrastructure.
  2. Provide project oversight, when required, for construction activities directly affecting the installation of technology equipment on the Garden State Parkway and the New Jersey Turnpike roadways. This includes installation of embedded devices, structures, signage, and canopy/gantry mounted devices. Ensure that all installation activities meet the Authority's Standard Specifications.
  3. Provide OJT style technical training and development of training material (i.e. manuals, test setups, diagnostic tools) for Authority staff in the operation and maintenance specified equipment and related software applications. Manage the configuration and set up of ITS equipment system test fixtures.
  4. Supervise and assist with system failure identification and corrective maintenance activities on the New Jersey Turnpike and Garden State Parkway.
  5. Develop a preventive maintenance program to improve system performance and to reduce equipment downtime. Evaluate and modify preventive and corrective maintenance measures as necessary to efficiently maintain equipment.
  6. Design performance metrics to track and improve the efficiency of equipment runtime and repair activities. These metrics should include equipment availability, response and repair times, equipment failure summaries, failure trends, and adherence to system performance specifications. Develop a corrective action plan to improve any metrics that do not meet Authority standards.
  7. Provide technical support(remote and on-site) and product life-cycle management for the section portfolio.
  8. Perform failure analysis of equipment and systems with the goal of detecting failure trends and reliability statistics.
  9. Develop and maintain an equipment test program for the purpose of re-testing equipment that was replaced in the field for corrective maintenance. This program should include environmental stress testing and a process for repairing these items in a test lab environment.
  10. Complete Initial baseline analysis and provide status reports for special projects.
  11.   3. Five (5) years of hands on experience in electrical theory and a working knowledge of the National Electric Code (NEC).
  4. Ten (10) years of experience in troubleshooting, repair, and installation of electronic hardware as required supporting a computer electronic project. At least five (5) years of this experience should be with Electronic Toll Collection equipment systems and Intelligent Transportation Systems.
  5. Excellent written and oral communication skills.

Internships

The New Jersey Turnpike Authority offers law students the opportunity to serve as volunteer/unpaid interns in the Law Department during fall or spring semesters or during summer. The Law Department regularly addresses an array of legal issues involving public procurement; administrative law; real estate, contract and environmental law; and litigation. If accepted into the program, students will perform law clerk responsibilities, including legal research and writing, and will have the opportunity to observe a range of lawyering activity. Students participating in the program may also have the opportunity to attend court proceedings, meetings, depositions, and other special events.
