POSITION OBJECTIVE:

Manages the assigned staff and operation with the Planning Section of the Engineering Department, which in addition to Planning also includes Right-of-Way, Facilities and GIS responsibilities. Oversees design consultant related activities of all projects within the Section, including coordination with other Authority Departments and external agencies. The Supervising Engineer, Planning reports to the Deputy Chief Engineer, Design.

RESPONSIBILITIES:

  1. Manages all professional and non-professional staff involved in the design projects, right-of-way acquisitions, facility improvements and GIS implementation.
  2. Participates in the review of consultant qualifications and makes selection recommendations to the Deputy Chief Engineer, Design. Prepares or reviews supplement requests, scopes of work, fee proposals and schedules.
  3. Conducts negotiations with public and private utilities and other political subdivisions regarding land acquisition, easements and rights-of-way. Arranges for utility relocation’s with the assistance of the Law Department.
  4. Processes invoices/pay estimates and reports on work in progress and completed projects.
  5. May act as a substitute for the Deputy Chief Engineer, Design in his/her absence.

RESPONSIBILITY FOR RELATIONSHIPS:

Establishes and maintains cooperative working relationships with all levels and departments within the Authority. Represents the Authority as a professional in all dealings with outside consultants, contractors, individuals, and other public entities. Maintains confidentiality on all employment and other appropriate information.

MINIMUM QUALIFICATIONS:

  1. Bachelor’s Degree in Civil Engineering from an accredited college or university.
  2. New Jersey Professional Engineer’s license.
  3. Valid driver’s license.
  4. At least 10 years of broad professional engineering experience, including knowledge of the following areas: planning, design, right of way, facilities, GIS and administration including several years in responsible charge of major engineering projects.

POSITION OBJECTIVE

Under the direction of the Sr. Environmental Manager, the Senior Environmental Supervisor carries out assignments and applies independent judgment at a highly professional level in discharging duties in the Planning/Environmental section of the Engineering Department.

RESPONSIBILITIES:

  1. Carry out a multitude of duties within the limits of and in accordance with Turnpike Authority policies and procedures.
  2. Assist in the interpretation, application and compliance with state and federal environmental laws, regulations and procedures relating to but not limited to soil and groundwater remediation, underground storage tanks, NJPDES permits, and other environmental matters.
  3. Project management of 15-20 soil and groundwater remediation projects.
  4. Management of the Authorities laboratory and liquid waste disposal contracts.
  5. Assist in the development and management of project budgets.
  6. Undertake the process of overseeing Consultants and/or contractors performance and budgets to ensure compliance with regulatory issues.
  7. Prepare reports and maintain records as required for areas of responsibility, and ensure that all records are organized and processed efficiently. Review and comment on environmental reports, studies, contract plans and specifications prepared by others.
  8. Maintain regulatory training and knowledge of applicable environmental regulations.

RESPONSIBILITY FOR RELATIONSHIPS:

Establish and maintain cooperative working relationships with colleagues and staff of all Authority departments as well as appropriate outside agencies and organizations.

MINIMUM QUALIFICATIONS:

  1. Bachelor of Science in environmental engineering, environmental science or geology.
  2. Minimum of five years related experience including expertise in the interpretation and application of state and federal environmental rules, project management of soil and groundwater remediation projects, underground storage tanks, NJPDES permits, and other environmental matters.
  3. Possess excellent oral and written communication skills.

The Assistant Engineer works under the direction of a Project Engineer or Designee, provides support and assistance to Project Engineers in managing the various engineering and administrative activities in the Engineering Department's Highway - Design Section.

  1. Assists in developing scope of work and request for proposal documents for design projects and studies.
  2. Assembles necessary project background information such as plans, specifications, utility orders, crossing permits, agreements, etc., as required. Maintains accurate records pertaining to project costs and schedule.
  3. Works under the direction of the Project Engineer on the preparation of plans, specifications, estimates and reports, as may be needed and assists with all other necessary tasks associated with a project.
  4. Works' on various aspects of crossing permits, utility relocations and protection, and agreements associated with engineering projects..
  5. Conducts research as required to update and maintain records of Authority facilities. Carries out other related assignments concerning engineering projects.

Maintains a cooperative working relationship with superiors and others in the Engineering Department, throughout the Authority's organization and with consulting engineers, contractors, and outside agencies. Engineering - Project Supervisor

POSITION OBJECTIVE

The Project Supervisor, Construction - Facilities Improvements Program and Construction " Highways/Building, working under the direction of the Supervising Engineer, or a designated representative, fulfilling management responsibility for the protection of the Authority interests in new construction and alteration work to insure completion of contracts in accordance with the Authority's policies and procedures and in conformance with the contract documents.

RESPONSIBILITIES:

  1. Reviews and coordinates contract plans and specification and other documents related to construction for the Authority. Reviews and approves change orders and prepares appropriate reports justifying change order work. Also reviews and approves pay estimates. May prepare contract documents for more routine types of construction.
  2. Directs subordinates as supervisor and resident inspector on various construction projects undertaken by the Authority.
  3. Acts as Resident Engineer in the field, when required, on small to intermediate size construction projects.
  4. Carries out other related and special assignments as direct by supervisor, preparing reports with, recommendations.

RESPONSIBILITY FOR RELATIONSHIPS:

The Project Supervisor establishes and maintains a cooperative working relationship with others in the Engineering Department, throughout the Authority's organization, and with consulting engineers, contractors, and outside agencies.   1. Bachelor of Science Degree in Civil Engineering or Bachelor of Architecture with four years of experience as a construction Resident Engineer, or similar experience managing construction projects, including analysis, negotiation and preparation of change orders and review of construction methods and procedures; or ten years of experience as a construction Resident Engineer, or similar experience managing construction projects, including analysis, negotiation and preparation of change orders and review of construction methods and procedures.
  2. Highway and/or building design related experience is desirable in association with either of the above related experience options.
  3. Excellent verbal and written communications skills

ITS - Senior IT Engineer, Facilities and Structures

POSITION OBJECTIVE:

Works under the general direction of the ITS Facilities Manager to ensure and oversee the functionality, stability, installation, security, support, maintenance, and expandability of a wide variety of technology devices and cabling related to the computing, electrical, sensory, communication, signage, imagery, mechanical, tolling, and audio-visual, etc., infrastructure on the Garden State Parkway and New Jersey Turnpike.

RESPONSIBILITIES:

  1. Assist in the maintenance and repair of the Toll Collection System, Roadway Electronic Signage, and physical computing infrastructure.
  2. Provide project oversight, when required, for construction activities directly affecting the installation of technology equipment on the Garden State Parkway and the New Jersey Turnpike roadways. This includes installation of embedded devices, structures, signage, and canopy/gantry mounted devices. Ensure that all installation activities meet the Authority's Standard Specifications.
  3. Provide OJT style technical training and development of training material (i.e. manuals, test setups, diagnostic tools) for Authority staff in the operation and maintenance specified equipment and related software applications. Manage the configuration and set up of ITS equipment system test fixtures.
  4. Supervise and assist with system failure identification and corrective maintenance activities on the New Jersey Turnpike and Garden State Parkway.
  5. Develop a preventive maintenance program to improve system performance and to reduce equipment downtime. Evaluate and modify preventive and corrective maintenance measures as necessary to efficiently maintain equipment.
  6. Design performance metrics to track and improve the efficiency of equipment runtime and repair activities. These metrics should include equipment availability, response and repair times, equipment failure summaries, failure trends, and adherence to system performance specifications. Develop a corrective action plan to improve any metrics that do not meet Authority standards.
  7. Provide technical support(remote and on-site) and product life-cycle management for the section portfolio.
  8. Perform failure analysis of equipment and systems with the goal of detecting failure trends and reliability statistics.
  9. Develop and maintain an equipment test program for the purpose of re-testing equipment that was replaced in the field for corrective maintenance. This program should include environmental stress testing and a process for repairing these items in a test lab environment.
  10. Complete Initial baseline analysis and provide status reports for special projects.
  11. Perform physical activities involving the use of upper and lower body extremities; will be required to work in confined environments; perform their responsibilities in all types of weather conditions; maintain, operate and move equipment and power sources up to 75 lbs; work alongside traffic in a lane or shoulder closure; work from enclosures, ladders, rooftops, communication structures, and elevation devices such as bucket trucks and scissor lifts, that are up to 100 ft. above the terrain and/or roadway.

RESPONSIBILITY FOR RELATIONSHIPS:

Has responsibility for maintaining harmonious working relationships with this and other departments and individuals in the Agency’s organization necessary for obtaining the objectives of the position.

MINIMUM QUALIFICATIONS:

  1. Bachelor's degree or technical certification in electrical/computer hardware discipline from an accredited technical training institute. Credit given for equivalent experience.
  2. Five (5) years of professional experience in the design, maintenance, and construction of Intelligent Transportation Systems; including at least two (2) years in communication system projects.
  3. Five (5) years of hands on experience in electrical theory and a working knowledge of the National Electric Code (NEC).
  4. Ten (10) years of experience in troubleshooting, repair, and installation of electronic hardware as required supporting a computer electronic project. At least five (5) years of this experience should be with Electronic Toll Collection equipment systems and Intelligent Transportation Systems.
  5. Excellent written and oral communication skills.
  6. Possess a valid New Jersey driver's license.

Internships

The New Jersey Turnpike Authority offers law students the opportunity to serve as volunteer/unpaid interns in the Law Department during fall or spring semesters or during summer. The Law Department regularly addresses an array of legal issues involving public procurement; administrative law; real estate, contract and environmental law; and litigation. If accepted into the program, students will perform law clerk responsibilities, including legal research and writing, and will have the opportunity to observe a range of lawyering activity. Students participating in the program may also have the opportunity to attend court proceedings, meetings, depositions, and other special events.
