           A regular meeting of the Civil Service Commission was held on Wednesday, January 29, 2020, at 10:00 a.m., in Trenton, New Jersey.

          In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:

          Winslow Township requests permission not to make an appointment from the December 2, 2019 certification for Secretarial Assistant (M0035A), Winslow Township.

 

ACTION:     The Civil Service Commission granted the appointment waiver and assessed selection costs in the amount of $2,048.

          G.H., a Vocational Rehabilitation Counselor 2, Department of Labor and Workforce Development (DOL), appeals the determination of the Commissioner, DOL, stating that the appellant violated the New Jersey State Policy Prohibiting Discrimination in the Workplace.

 

ACTION:     The Civil Service Commission directed that this appeal be granted.

          The Division of Agency Services requests the creation of an intermittent noncompetitive title, Intermittent Training Officer, Law Enforcement.

 

ACTION:     The Civil Service Commission directed that this request be granted.

 

B-31  COUNTY CORRECTIONAL POLICE OFFICER (S9999R) – CSC DOCKET NO. 2019-2329

 

          The Division of Agency Services requests that Mercer County be ordered to return the September 4, 2013 certification (OL161062) from the County Correctional Police Officer (S9999R), Mercer County eligible list for proper disposition.

 

ACTION:     The Civil Service Commission orders the Division of Agency Services to record the appointments and retain the names of all other eligibles on the subject list; and assess a fine against Mercer County in the amount of $2,500.

 

B-32  MICHAEL CASSIDY – CSC DOCKET NO. 2020-1723

 

          Michael Cassidy appeals the decision of the Division of Agency Services which found him ineligible for the promotional examination for Assistant Public Works Superintendent (PM1015A), Teaneck.

B-33  COREY CORBO – CSC DOCKET NO. 2015-2471

 

          The appeal of Corey Corbo, a Police Officer with Union City, of his removal, effective July 16, 2014, on charges, was heard by Administrative Law Judge Gail M. Cookson (ALJ), who rendered her initial decision on December 11, 2019. At its meeting on January 15, 2020, the Civil Service Commission (Commission) adopted the ALJ’s recommendation to uphold the appellant’s removal. However, the Commission found it necessary to address the exceptions filed on behalf of the appellant. The proposed final decision is now submitted for the Commission’s review.

 

          ACTION:     The Civil Service Commission adopted the final decision.

B-42  BRIAN PIO - CSC DOCKET NO. 2020-199

 

          The appeal of Brian Pio, a County Correction Officer with the Salem County Sheriff’s Office, of his removal effective July 19, 2019, on charges, was heard by Administrative Law Judge Jeffrey R. Wilson (ALJ), who rendered his initial decision on December 2, 2019. At its meeting on January 15, 2020, the Civil Service Commission (Commission) did not adopt the ALJ’s recommendation to uphold the removal. Rather, the Commission modified the removal to a six-month suspension and ordered that the appellant attend diversity training. The proposed decision is now submitted for the Commission’s review.
