New Local Government Title - Noncompetitive Class of Service Allocation

The Civil Service Commission plans to establish a new local title called Teacher Aide, Head Start Program.  Incumbents will assist teachers and/or other certified staff members by reinforcing their instruction and providing clerical assistance in a Head Start classroom. 

The proposed title has been identified as appropriate for the Noncompetitive Division of the Career Service based on the criteria defined in N.J.A.C. 4A:3-1.2(c) 1, which states:

“(c) A job title may be placed in the noncompetitive division on an ongoing or interim basis when it is determined by the Civil Service Commission that it is appropriate to make permanent appointments to the title and one or more of the following criteria are met.

  1. Competitive testing is not practicable due to the nature of the knowledge, skills and abilities associated with the job.” 

The proposed title is entry-level and is responsible for the performance of rudimentary educational support tasks.  There are no experience requirements; hence, there is no skillset to be tested.
