On February 9, 2010, Governor Christie signed Executive Order No. 12, which creates the Housing Opportunity Task Force and suspends the majority of COAH’s functions for 90 days.  However, on February 19, 2010, the Appellant Division issued a stay on the portion of the Executive Order suspending COAH's functions while an appeal of the Executive Order filed by Fair Share Housing Center is heard.  As such, COAH will resume the review of municipal petitions, including mediation, and the approval of development fee ordinances and spending plans.

On March 20, 2010, Governor Christie released the Housing Opportunity Task Force's report and rescinded Executive Order No. 12 via Executive Order No. 20.

On February 16, 2010, COAH adopted a resolution regarding Executive Order No. 12, which was rescinded via resolution on March 25, 2010.
