The GIS spatial data layers, municipal specific vacant land data, redevelopment estimates and build-out results prepared by NCNBR at Rutgers University.

DEP Land Use Land Cover Data - Highlands, Meadowlands, and Pinelands
The NJDEP’s Land Use Land Cover data was the main base layer from which
areas deemed not to be available for future development were removed. These include
the LU/LC categories Developed Land, Undeveloped-Unavailable Land, and
Undeveloped Wetlands listed in Appendix A. Download
DEP Land Use Land Cover Data - Rest of State
The NJDEP’s Land Use Land Cover data was the main base layer from which
areas deemed not to be available for future development were removed. These include
the LU/LC categories Developed Land, Undeveloped-Unavailable Land, and

DEP Land Use Land Cover Data - 1700 Other Urban
This update identifies areas such as roads and other high percent impervious surface areas
within the 1700 Other Urban classification, which were reclassified as already
developed. Download
 
The NJ State Plan 3 is the most recent version of the State Plan Policy Map. It contains
the legislative boundaries of the Pinelands and Meadowlands, which were subtracted
from the LU/LC base layer and addressed separately. It was also be used in the analysis
and the application of buildout densities appropriate to different types of land use across
the state. Download
 
The Highlands Region Boundary files were be used to define the area subtracted from
the LU/LC base layer. The Highlands Region was addressed separately. Download
 
The Open Space File file contains the most current data on public open space, parks, etc. These areas were subtracted from the LU/LC base layer. Download
 
The Private Open Space data set shows areas classified as privately owned open space, which were also subtracted from the LU/LC base layer.

The New Jersey Farmland Preservation Program data was used to identify farmland
that is currently protected by the program, and therefore is not available for development.
These areas were subtracted from the LU/LC base layer. Download
 
The Highlands Open Waters Protection Area layer was used exclusively as an additional land constraint in the Highlands region. It removes a 300 foot buffered area from around all streams, rivers, lakes and wetlands in the Highlands, as identified by the New Jersey Highlands Council. Download
 
The Slope Greater than 10 Percent layer was used exclusively as an additional land constraint in the Highlands Preservation Area. It removes undeveloped slopes greater than 10 percent in the Highlands, as identified by the New Jersey Highlands Council. Download
 
The Slope Greater than 15 Percent layer was used exclusively as an additional land constraint in the Highlands Planning Area. It removes undeveloped slopes greater than 15 percent in the Highlands, as identified by the New Jersey Highlands Council. Download
 
The Pinelands Management Areas file was obtained from the New Jersey Pinelands Commission. It outlines the Boundaries of the Management Areas defined by the Commission and was used to set buildout densities in the Pinelands region. Download
 
The Sewer Service Area file outlines the NJDEP-defined boundaries of sewer service areas in the state. This layer was used to define buildout densities (“Build Type”) in all models outside the
Highlands Preservation Area. Download
 
The SDRP Center Boundaries file was obtained from the NJDCA’s Office of Smart Growth. It outlines the boundaries of designated and proposed Growth Centers of New Jersey. Only designated centers were used to define buildout densities in all models outside the Highlands
Preservation Area. Download
 
DEP Landscape Data for Ranks 3 through 5 represents areas where special protection is given to rare and endangered species and was provided by the NJDEP on CD. These areas were removed from the available land in the Highlands Preservation Area. Download
 
The National Heritage Priority Sites file outlines the NJDEP-defined areas where protection is given to rare natural communities. These areas were removed from the available land in the Highlands Preservation Area. Download
 
The DEP Septic Density Limits file contains the information for residential densities calculated by DEP's Nitrate Dilution Model by HUC14 basis. Download
