August 15, 2019 -DCA and City of Atlantic City Appoint Anthony Swan as Interim Business Administrator

ATLANTIC CITY, NJ – The New Jersey Department of Community Affairs (DCA) and the City of Atlantic City today announced the appointment of Anthony Swan as interim business administrator while the search for a permanent business administrator continues. 

Mr. Swan most recently served as city solicitor for the City of Atlantic City for more than three and a half years and before that worked as assistant city solicitor from November 2008 to December 2016. 

“Anthony is an extremely dedicated public servant who is deeply committed to the Atlantic City community and helping the city succeed,” said Lt. Governor Sheila Oliver, who serves as DCA Commissioner. “As we continue the search for a business administrator who can take this dynamic city to the next level, we believe Anthony’s experience with city affairs along with his problem-solving skills and steady leadership will keep the city moving in a positive direction.” 

“We welcome Mr. Swan with open arms and have faith in his ability to continue the progress that has been made in moving our city forward,” said Atlantic City Mayor Frank M. Gilliam, Jr. 

Since 2006, Mr. Swan has worked in the Office of the City Solicitor, which is responsible for the City of Atlantic City’s legal affairs and for providing legal counsel to the Office of the Mayor, governing body, and city boards and committees. Prior to joining the City, he worked for the law firm of Cooper Levenson April Niedelman & Wagenheim in Atlantic City. Earlier in his career, Mr. Swan also served in the United States Air Force in various legal roles, ultimately working on Bolling Air Force Base in Washington D.C. as deputy chief circuit defense counsel where he directed all phases of criminal litigation. 

“I am humbled by the opportunity to serve as interim business administrator and do not take the assignment lightly,” said Mr. Swan. “I will continue to serve the citizens of Atlantic City, as I have in the past with commitment and integrity.” 

Mr. Swan earned his Bachelor of Science degree from Seton Hall University and his Juris Doctor from the University of Maryland School of Law. He was born and raised in Montclair, NJ, where he was a champion track athlete, winning a full athletic college scholarship. Mr. Swan takes over for Jason Holt, who is the outgoing business administrator and who helped bring Atlantic City to its current place of improved finances and economic promise.
