Recodification of all Department Rules from Title 10 of the New Jersey Administrative Code to New Title 3A

Take notice that, the Department of Children and Families (Department) was created by the Department of Children and Families Act, N.J.S.A. 9:3A-1 et seq. (the Act), effective July 1, 2006. The Act transferred all functions, powers, and duties of the Office of Children's Services in the Department of Human Services to the newly-created Department of Children and Families. N.J.S.A. 52:27D-43.9a transferred the Division on Women from the Department of Community Affairs to the Department of Children and Families, effective June 29, 2012. The Department of Children and Families requested, and the Office of Administrative Law agreed to permit, the administrative recodification of the Department's rules from Title 10, Human Services, to the newly created Title 3A, Children and Families, of the New Jersey Administrative Code. These recodifications, along with attendant technical changes to the rule text concerning cross-references, agency names, addresses, etc., are effective January 3, 2017, and shall be manifested in the New Jersey Administrative Code beginning with the 01-03-17 Code Update and continuing until all chapters are so recodified. It is anticipated that approximately two to four chapters will be recodified with each Code Update produced. The table below sets forth the Title 10 chapters being recodified along with their chapter headings and new Title 3A codification. Several chapters will be proposed for amendment to update terminology as determined necessary by the Department at a later time. This notice of administrative changes is published in accordance with N.J.A.C. 1:30-2.7.

Supportive Visitation Services - Notice of Funding Opportunity

NOTICE OF UPCOMING FUNDING OPPORTUNITY 

The Department of Children and Families (DCF) intends to release a Request for Proposals (RFP) to establish the provider network for an Evidence-Informed, statewide, Supportive Visitation Services (SVS) program. The RFP is anticipated to be released in May 2024.

Through this RFP, DCF will establish SVS services in each of the state’s twenty-one (21) counties for families with children who are in out-home-placement through the Division of Child Protection and Permanency (DCP&P). SVS strengthens familial interactions and improves parent-child reunification success rates.

The SVS model offers therapeutic and supportive visitation occurring in the presence of a mental health or specially trained professional, who is actively involved in supporting attachment and behavior change in the parent-child relationship. SVS is designed to provide these services on a continuum, recognizing that most families will require less frequent therapeutic support and more frequent supportive and unsupervised visits as they work toward reunification. SVS also includes up to six months of after care services, supporting the family after reunification.

 

The RFP will seek providers that: 

  • Will maintain a team of visitation specialists along with supervisory and support staff,
  • Will provide the full spectrum of SVS services, in accordance with the SVS model, within a designated region, and
  • Will enroll as a Medicaid provider and bill Medicaid for certain components of the SVS service.
