In October of 2019, the New Jersey Department of Environmental Protection (NJDEP), the New Jersey Board of Public Utilities (NJBPU), and New Jersey Economic Development Authority (NJEDA) released the RGGI Strategic Funding Plan Scoping Document to inform the public about the legal and regulatory framework surrounding the distribution of the RGGI auction proceeds. The agencies also hosted 4 interactive workshops and a webinar to gather public input about how the state should invest auction proceeds from the Regional Greenhouse Gas Initiative (RGGI). Climate actions in New Jersey are governed by two overarching pieces of State Legislation; N.J.S.A. 26:2C-37, et seq, known as the Global Warming Response Act, and N.J.S.A. 26:2C-45, et seq, sometimes referred to as the Global Warming Solutions Fund Act. The Global Warming Solutions Fund Act provides the statutory authority for both the CO2 Budget Trading Program and the Global Warming Solutions Fund rules.
