The Emission Statement Guidance Document and other forms are available here in two formats, Adobe
Acrobat Reader PDF or Microsoft Word.
PDF files require the Adobe
Acrobat® Reader appropriate for your hardware and operating system to
view and print the file. The document appears exactly as it was in printed
form. The Microsoft Word files may be viewed by any word-processing
software capable of reading such documents.
Possible resources for calculating PM2.5 are AP-42, FIRE, and the
PM Calculator, all located at USEPA
- Chief. Please remember that PM10 and PM2.5 emissions include
both filterables and condensables.
Simplified Worksheets to Estimate VOC Emissions from Fixed Roof
The following simplified worksheets are provided primarily for
minor facilities that may not be familiar with USEPA Tanks Program,
to estimate VOC emissions from aboveground and underground horizontal
or vertical fixed roof tanks containing gasoline or fuel oil. Most
of the information required for these calculations have been provided
as default values to minimize the information a facility needs to
These excel worksheets are labeled as TECF_HOR1.xls (for horizontal aboveground storage tanks), TECF_VER1.xls (for vertical aboveground storage tanks) and TECF_UND1.xls (for underground storage tanks). Each worksheet has four spreadsheets
for the following products: Residual fuel oil #6, Distillate fuel
oil #2, Gasoline RVP9 and Gasoline RVP13.
To use these worksheets, the only information you need to insert
is the tank height, the tank diameter, and the total amount of product
loaded into the tank for the calendar year in the highlighted boxes.
The spreadsheet will calculate the estimated VOC emissions in terms
of breathing losses, working losses and total losses.
RADIUS Software Currently, RADIUS is only available by downloading from the NJDEP website.
To download RADIUS, please go to the RADIUS webpage.
Follow the directions for downloading the software on the RADIUS webpage. For Emission Statement reporting,
the latest version of RADIUS (v.5.0) is required.
Submitting Emission Statements in RADIUS: The "Submit" function in RADIUS does not automatically send the Emission Statement to the Department. Emission Statement files will have to be either mailed through the US Postal Service on a CD or diskette along with a signed paper certification to the Department, or submitted through the NJDEP Online Services Portal, accessed through www.njdeponline.com/. The "Submit" function initiates the Administrative Check and creates an export file, but does not send any data to the Department.
Transferring one emission statement to another computer: In order to transfer one emission statement file to another computer, be sure to use only the ‘Export’ function in RADIUS. The user will not be able to import an emission statement saved outside of RADIUS 5.0 that used the ‘Submit’ function
Electronic Submittal NJDEP Online Services Portal : In order to remain compliant with EPA’s Federal Regulation Cross-Media Electronic Reporting Regulation (CROMMER), emission statements can no longer be submitted via e-mail. All electronic submittals can only be sent through the NJDEP Online Services Portal. Otherwise, emission statements can be mailed to the Department on a CD/Diskette along with a signed paper certification.
