Municipal Public Access Plans

Within New Jersey, 231 municipalities have been determined to be eligible to develop and implement municipal public access plans. In an ongoing process, draft plans and approved plans are posted for public information and review.

Eligible Municipalities
Eligible municipalities may or may not already have some form of public access information available to the public on their websites. All eligible municipalities are provided to assist the public in understanding the range of public access municipalities and their characteristics.

Draft Municipal Public Access Plans
Municipalities submit draft municipal public access plans to the Department of Environmental Protection for review and compliance with the public access rules. “Upon receipt of an application for approval of a Municipal Public Access Plan…. , the Department shall seek public comment on the application by posting the proposed Municipal Public Access Plan on the Department’s website; notifying by email individuals who have requested notice of applications for approval of Municipal Public Access Plans; and publishing notice in the DEP Bulletin.”


Approved Municipal Public Access Plans
After public comment and review, DEP may either ask for revisions or approve the submitted municipal public access plan.
