EMERGENCY DEBRIS PLANNING

 

Municipal Debris Planning Tool Kit

The Department prepared the Disaster Debris Management Planning Tool Kit (Tool Kit) to assist municipalities in planning for the next disaster.  The Department has noted that municipalities with Emergency Debris Management Plans clean up faster and more efficiently after a disaster than those without plans.

The Tool Kit includes the Department’s Emergency Debris Planning Guidance Document; the Department’s Speed Up Your Cleanup handout and Garbage Collection Delay Fact Sheet; guidance on estimating the acreage needed to temporarily stage collected debris; frequently asked questions (FAQs) regarding storing debris in a Temporary Debris Management Area (TDMA); guidance on perimeter controls for stormwater management; and a request form for obtaining a pre-approval for TDMAs.



Temporary Debris Management Areas (TDMAs)

The Temporary Debris Management Area (TDMA) webpage provides information to assist municipalities and counties in siting and obtaining approval for TDMAs. The information on this webpage is also available in the Municipal Took Kit but has been separated for ease of access.



County Emergency Debris Management Plan (Template, Guidance Handbook, and Fact Sheet)

The purpose of the Emergency Debris Management Plan Template and Information Packet is to provide a guide for the development of an Emergency Debris Management Plan.  The template for creating the Plan is designed to address circumstances wherein the normal capacity of the County to manage debris is exceeded by large scale or localized events including, but not limited to, hurricanes, tropical storms, tornados, fires, earthquakes and/or acts of terrorism.  Although geared towards County debris management operations, the template, can also be used by Municipalities to develop their own debris management plan.



Speed Up Your Cleanup Flyer

To expedite debris removal after a storm, residents should know what kind of debris to put at the curb and how to separate the debris for collection. Segregating debris by type and properly placing debris at the curb will greatly expedite debris removal. The Department developed New Jersey’s “Speed Up Your Cleanup” handout, which is designed to aid residents in separating the disaster debris for collection.  This flier is available for counties and municipalities to reproduce and provide to their residents.
