Final Report: Contribution of Particle Emissions from a Cement-Related Facility to
Outdoor Dust in Surrounding Community

The residents of the Waterfront-South community in Camden believe that their neighborhood is particularly dusty. They have suggested that the nearby St. Lawrence/Holcim facility is a major contributor to this condition. These concerns were shared with the NJ Department of Environmental Protection at a Commissioner – led public meeting organized by the Department’s Environmental Justice Program in November, 2005.

The St. Lawrence/Holcim facility processes steel production slag into recycled raw material for cement manufacture by grinding. This material is stored onsite and uncovered in several large piles in the vicinity of the Waterfront-South community. The facility is located within the Broadway Terminal, on land leased from the South Jersey Port Corporation.

In response to residents’ concerns, the DEP contracted with The Environmental and Occupational Health Sciences Institute (EOHSI) of Rutgers/UMDNJ to conduct a focused study to determine the extent to which the facility may be contributing to the overall dust problem being observed by the community

This research study which included the collection and analysis of numerous dust samples from the community and the St. Lawrence/Holcim facility has been completed and has been peer reviewed by outside experts.
