The Pretreatment Program is intended to protect local agency sewage treatment plants from non-domestic wastewater which may interfere with treatment processes, contaminate sewage sludge, or pass through sewage treatment plants. Pretreatment Programs are administered by the Department and by Delegated Local Agencies.
Guidance for Pretreatment Programs During Emergency Situations
Delegated Local Agency Service Areas: The Department was delegated the responsibility for the pretreatment program from EPA and has approved several local pretreatment programs. BPR oversees the implementation of pretreatment programs by delegated local agencies which issue SIU Permits to their users. The oversight function includes (i) conducting annual audits of the delegated local agency's pretreatment program, (ii) reviewing federal annual reports and state annual reports submitted by delegated local agencies, and (iii) providing technical assistance to delegated local agencies. The audit and the annual report include information on the local agency's treatment plant operations, NJPDES permit compliance, and sludge quality which allows the bureau to determine the pretreatment program's success.
Non Delegated Areas: BPR itself issues NJPDES/SIU permits for discharges into publicly owned treatment works (POTWs) of local agencies that do not have approved pretreatment programs. This function was delegated to New Jersey by the EPA as a component of the state's pretreatment program. These permits take into consideration plant protection, local agency compliance with NJPDES permit(s), and sludge quality criteria.
Dental Amalgam: The Bureau of Ground Water, Residuals, and Permit Administration coordinates the Dental Amalgam Program for indirect dischargers. Dental practices which remove or place amalgam are subject to N.J.A.C. 7:14A-21.12, and are required to obtain NJPDES/SIU permits unless meeting regulatory requirements for exemption.
