PUBLIC HEARING NOTICE

The Tthe County of Bergen is proposing to change the purpose or use of 120 acres at Overpeck County Park to change inefficient and underutilized areas of the Park; these changes include:

Habitat restoration in Block 3703, Lot 11 (Area I) and park improvements in Block 3501, Lot 1; Block 3608, Lot 1 (Area II) Township of Teaneck serving as Overpeck County Park. In Area II, additional park improvements involve a new park entrance, parking lot, a footbridge, walking paths and a temporary animatronic interactive outdoor dinosaur educational exhibit.

PUBLIC HEARING NOTICE

The Township of Aberdeen is proposing an administrative transfer of parkland owned by the Township of Aberdeen to the County of Monmouth. The Proposed administrative transfer would involve the transfer of undivided interest held by the Township of Aberdeen in parkland known as Freneau Woods Park, more specifically identified as Block 122 Lots 5-7; Block 124 Lot 2; Block 127 Lot 20; Block 137 Lots 9 and 10; Block 138, Lots 5-9; Block 142 Lot 4; Block 144 Lots 3-5; Block 147 Lot 7; Block 148 Lot 4; and, Block 150 Lots 1 and 2; which parkland is subject to Green Acres restrictions. The Green Acres restrictions on the parkland will be transferred with the parkland and will run with the property in perpetuity. The subject parkland shall continue to be used solely as passive recreation and shall be reasonably accessible to the public to the same extent or greater than prior to the transfer.

Draft Statewide Comprehensive Outdoor Recreation Plan

PUBLIC NOTICE

The New Jersey Department of Environmental Protection’s Green Acres Program has prepared a Draft 2018-2022 New Jersey Statewide Comprehensive Outdoor Recreation Plan (SCORP). The SCORP will guide the expenditure of federal and state funds for open space and recreation projects over the next five years. The preparation of the SCORP maintains the State’s ability to receive funding from the Land and Water Conservation Fund (LWCF) which is administered by the National Park Service. New Jersey has received over $122 million from the LWCF which has been used to preserve over 75,600 acres of land and build 237 park and recreation projects statewide. The Green Acres Program is accepting public comment on the Draft 2018-2022 until June 15, 2015.

PUBLIC HEARING NOTICE

The County of Ocean and the New Jersey Department of Environmental Protection (NJDEP) propose to exchange approximately 269 acres of land owned by the County for approximately 192 acres of land owned by the NJDEP. The County's general objective for the proposed land exchange is to expand its holdings around the historic Cedar Bridge Tavern Site in Barnegat Township. The NJDEP's general objectives are to fill gaps in State ownership in Barnegat and Stafford Townships and create a larger contiguous parcel for administration as part of the State park system. All the lands involved in the proposed exchange are undeveloped public parkland, and will remain as public parkland after the exchange.

The NJDEP properties proposed to be conveyed to Ocean County are 177 Old Halfway Road in Barnegat Township (Tax Block 45, Lot 1), 221 Old Cedar Bridge-Barnegat Road in Barnegat Township (Tax Block 52, Lot 6.05), and 50 Warren Grove Road in Barnegat Township (Tax Block 51 Lot 4.01. These lots are currently managed by the Division of Parks and Forestry as part of Bass River State Forest.

The County properties proposed to be conveyed to the NJDEP are 50 Route 539 in Barnegat Township (Tax Block 51, Lot 10), 89 Route 539 in Barnegat Township (Tax Block 50, Lot 5), 109A Yellow Dam Road in Barnegat Township (Tax Block 50, Lot 9), and Cedar Bridge Road at Route 539 in Stafford Township (Tax Block 2, Lot 6). These lots are known locally as the Wading River East Branch property.

If the proposed exchange is completed, all properties will remain as open space and will be available for public use. The lands to be conveyed by the NJDEP to the County will be subject to a conservation easement and/or Green Acres restrictions. The lands to be conveyed by the County to the NJDEP will be incorporated into Bass River State Forest for use in accordance with the NJDEP's park management regulations.

State House Commission approval is required for this proposal. If approved, the Department anticipates that the earliest the proposed conveyance could occur is September 2018.

PUBLIC HEARING NOTICE

The Mapleton Preserve (Preserve) is a 52.9-acre site located in the Township of South Brunswick, Middlesex County (Township). The Preserve is jointly owned by the Township and the Department. The Mapleton Preserve Commission (Commission) manages the preserve. The Commission is comprised of representatives of DEP, South Brunswick Township and members of the public. The Preserve is part of the “Princeton Nurseries Historic District” which is listed on the New Jersey Register of Historic Places. The Preserve is also under consideration for listing on the National Register of Historic Places. The Preserve includes fields, paths, and historic buildings including a large warehouse complex, a propagation house, and eight greenhouses. The historic buildings are in a severe state of disrepair and subject to vandalism but without a funding source for repair.

Without repair, the buildings will continue to deteriorate or require demolition. In early 2017, the Commission issued a Request for Expression of Interest (“RFEI”) seeking ideas for redevelopment of the historic buildings into usable structures, consistent with maintaining their historic significance, the cultural landscape, and allowing the buildings and area to remain open to the public. The Commission only received one proposal from a winery for an agricultural based food, beverage and event space.

While the proposal could meet applicable legal and regulatory standards, the Commission wants to obtain additional proposals. Last month, the Commission issued a Request for Proposal (RFP) to ensure they were obtaining the widest range of proposals possible, thereby obtaining funding to preserve the buildings through an appropriate use and avoid vandalism, continued deterioration of the historic buildings and potential future demolition of the buildings.

The Commission reserved the right to reject all proposals. Any recommendation of the Commission must be approved by the Township and the Department. And any future lease of the property would require the action by the Department and Statehouse Commission.

TAKE NOTICE that the New Jersey Turnpike Authority (Authority) and the County of Mercer will hold a public hearing on February 12, 2018 at 6:30 p.m. in Hamilton Township Council Chambers, 2090 Greenwood Avenue, Hamilton Township, New Jersey 08609. The purpose of the hearing will be to receive public comment on the proposed diversion/disposal of certain parkland interests by the County of Mercer to the Authority, in connection with the widening of the New Jersey Turnpike between Interchanges 6 and 9 (“Widening Program”). The parkland interests to be transferred are located on Block 2732, Lot 3.01 in the Township of Hamilton, and consists a 0.106 acre area for an access easement for the benefit of the Authority and the neighboring property owner of Block 2732, Lot 6 due to the relocation of the parkland and employee access road which was relocated in connection with the Widening Program. The parkland in question is encumbered with a State of New Jersey Department of Environmental Protection (NJDEP) Green Acres Program restriction, and the Authority and County have submitted an application for the minor diversion of said lands to the NJDEP Green Acres Program, for approval by the NJDEP Commissioner and the State House Commission. As compensation for the access easement over the 0.106 acre portion of Block 2732, Lot 3.01, the Authority will convey to the County a 0.274 acre parcel adjacent to Block 2732, Lot 3.01 and Crosswicks-Hamilton Square Road and the 0.176 acre parcel adjacent to Block 2732, Lot 3.01 and Block 2732, Lot 6.

Braddock North Hudson County Park (all of which is constituted by Block 437.02/Lot 1) for the continued occupation of the North Bergen Preschool, comprised by temporary trailers arranged in an L-shaped configuration presently on site.

The Township of North Bergen and the County of Hudson are seeking to resolve an after-the-fact diversion of 1.17 Acres within the James J. Braddock North Hudson County Park (all of which is constituted by Block 437.02/Lot 1) for the continued occupation of the North Bergen Preschool, comprised by temporary trailers arranged in an L-shaped configuration at the proposed site.

As compensation for the proposed diversion, the County proposes to dedicate three additional parkland parcels, as follows:
