2019 Water Quality Restoration Grants Information & RFP

DEP is soliciting applications under two (2) separate Request for Proposals (RFP) for State Fiscal Year 2019 (SFY19) funding. Both RFPs were issued on Thursday December 12, 2019 for eligible nonpoint source (NPS) pollution control projects to be considered for funding under the Water Quality Restoration Grant Program. The RFPs establish different criteria for project eligibility based on federal requirements and State priorities; identify specific administrative, procedural, and programmatic requirements for applicants; and provide timetables and deadlines for the grant application and related decision-making processes.

Applicants for RFP#1, Grants to Prevent, Mitigate and/or Control of Freshwater Harmful Algal Blooms (HABs), must email an electronic copy of the project proposal that includes all elements of the proposal by 5:00 pm EST on Monday January 27, 2020, the application deadline, to NPSgrants@dep.nj.gov in Microsoft Word, PDF or compatible format. Other larger format documents, such as maps tables and photos, may be submitted and postmarked by the application deadline to:

Applicants for RFP#2, the 2019 Water Quality Restoration Grants for Nonpoint Source Pollution, must submit their proposals electronically using NJDEP’s System for Administering Grants Electronically (NJDEP SAGE).

Applicants must follow the Registration Instructions on NJDEP SAGE’s login page at https://njdepsage.intelligrants.com. An email will be sent to you when you have been accepted into the system. Once logged in, you can navigate to the Training Materials link where an Authorized Official manual and a webinar is available for help. In addition, at each RFP#2 public information session there will be a presentation on how to use the system. All proposals must be received in NJDEP SAGE by 5:00 pm EDT on Monday February 10, 2020, the application deadline.
