Plan of Operation & Addendum (Underwriting Guidelines)
 

Plan of Operation – The Board's Plan of Operation must be approved by the Commissioner of the Department of Banking and Insurance. Note that, although the Plan of Operation is titled as "Temporary," it was approved by the Commissioner November 26, 1996, and has been in effect consistently since that time.

Addendum – The Addendum sets forth the recommendations of the Board about underwriting guidelines the Contracting Carrier must use in determining eligilibity for coverage. The current Addendum is labeled as Addendum I, and is referred to as Addendum II or the second addendum in the minutes; however, there are not multiple addenda. The first set of guidelines was approved at the same time that the Plan of Operation was approved. Subsequently, revisions to the Addendum were approved on July 1, 1998, on July 28, 2000, and on June 19, 2002.

Aspects of the Plan of Operation and the Addendum have been codified in N.J.A.C. 11:4-23A. The rules can be accessed at www.lexisnexus.com/hottopics/njcode/.
