The Delaware River Basin Commission (DRBC) collects water, sediment, and fish tissue samples from the tidal and non-tidal portions of the Delaware River as part of its long-term monitoring programs to assess toxic contaminants in the Basin’s waters, sediments, and biota. This request for proposal and quotation (RFP) is to provide analytical services on ambient water, sediment, and/or fish tissue samples to support these monitoring efforts during a specific period of agreement with DRBC.

The ambient water, sediment, and fish tissue samples will be collected from freshwater, brackish, and marine ambient waters within the Delaware River Basin watersheds to determine the levels of the following target analytes:

  • Polychlorinated biphenyl (PCB) congeners;
  • Dioxins and furans;
  • Pesticides;
  • Per- and polyfluoroalkyl substances (PFAS);
  • Polybrominated diphenyl ethers (PBDE);
  • Polycyclic aromatic hydrocarbons (PAH);
  • Mercury;
  • Methylmercury;
  • Sterols and hormones;
  • Fluorotelomer alcohols and sulfonates; and
  • Pharmaceuticals and personal care products (PPCP).

Any agreement executed with the selected party will be for an initial period of three (3) years, (2020 through 2022), with two additional option years (2023-2024) at the discretion of DRBC.

Proposal Submittal Directions

Interested parties shall submit three (3) copies of the following:

  • A proposal for this study including documentation of their qualifications; and
  • Cost estimates in a separate sealed envelope marked “Cost Proposal”.

Submittals must be received at the Commission’s offices by 4 p.m. Wednesday, July 31, 2019.

  • Proposals received after this time will not be considered;
  • Proposals must not exceed 20 pages (10 sheets, double-spaced, two-sided printing, font no less than 11.5 pt);
  • Supporting documentation is similarly limited to ten pages and should include a list of laboratory certifications for the parameters or methods contained in the proposal; and
  • Proposals and supporting documentation exceeding the specified page limits will not be considered.

The Commission reserves that right to select one or more contractors to perform a subset of the suite of analyses requested. The Contractor may partner with other entities under subcontract for analyses that are not routinely conducted by a contractor but the subcontractor must be disclosed in the proposal.
