Glenn Forney

Deputy Assistant Commissioner - Finance

Glenn Forney is Deputy Assistant Commissioner of the Division of Finance for the New Jersey Department of Education.  He oversees the Offices of State Monitors, School Finance and Grants Management.

In his role, Mr. Forney is responsible for the assignment, management, and coordination of state-assigned monitors in districts designated financially at-risk.  He oversees the budgets, expenditures, fiscal projections, and consolidation activities associated with monitored districts; he directs the Office of School Finance which is responsible for the development and administration of fiscal standards and other initiatives, the administration of the state aid system for schools in accordance with applicable statutes, the development and maintenance of fiscal policy for all public school districts and the development and maintenance of procedures for safe and efficient student transportation services.

Mr. Forney also oversees the operation of the Office of Grants Management, which assists districts, other agencies and the department by providing and maintaining a system to plan for, acquire, award and manage grant funds to support initiatives.

Mr. Forney has over 33 years of experience and expertise in government accounting, finance, program management and operational auditing.  He has dedicated his professional career to public service and the advancement of fiscal and operational responsibility and excellence in government.

Prior to his current title, Mr. Forney held titles as Director of State Monitors, Assistant Director for the Office of Budget Review and State Monitors, County School Business Administrator in the Division of Finance, Director of the Office of Fiscal Review and Improvement and Budget Examiner in the Division of Finance.  He also worked in the Office of Legislative Services as a Senior Auditor.

Mr. Forney earned a Bachelor of Science degree in accounting from Rutgers University and he possesses a New Jersey School Business Administrator certificate.

He and his family live in Eastampton, New Jersey.
